Special: Wet variation requires water or other liquid be supplied during the process. The user must remain immobile for the duration of this techniques use due to the amount of concentration required to use it correctly though the energy requirement to uses it is very low, like that of an E rank. Simple preparation’s like tea’s can be prepared in two rounds and administered during the third. Add two additional rounds per ingredient that requires separate processing. The user must have any ingredients on hand in order to use this jutsu, it does not create them.

Retraining causes the number of rounds to process per ingredient to decrees by one. So if it’s retrained once then it takes one round to prepare a single ingredient but still requires two for the second. Retraining twice makes it possible to prepare two separate ingredients in one round each etc.

Description: Advanced chakra manipulation is used to create medicine quickly in the field or during emergencies. Holding one or more ingredients in hand the user concentrates and encapsulates them in a small sphere of chakra that glows faintly but enough to cause a slight visible outline. Concentrating they can pulp, grind chop or otherwise prepare the material for use and through the addition of slightly more energy produce anything from a fine dry powder to a hot paste. Water, oil or other liquids can be added during the process as necessary by the user with their freehand or with the help of an assistant.

I don't really think that this one is possible. If such a technique were more plausible, I think Sakura would have done it when attempting to help cure Kankuro. Medicines are too picky and specific, I think, to trust trying to do it all via chakra. Also, this doesn't really have anything to do with MEDICAL jutsu, which is the body.

The technique is less about making medicine itself and more about preparing the components. This technique uses chakra to grind, boil, dry etc. which are all applications of pressure and heat. Its done on a scale that makes it ineffective as an attack but is sufficiently potent to do what is essentially food processing on a small scale. Its used to create medicine but dose not itself make medicine out of thin air and chakra.

To make the medicine itself would require the ingredients and medical knowledge of there use and preparation. Someone could grind, boil and mince as much as they like and come out with nothing more then a chunky paste that dose nothing if they dont use the right things in the right way. I stated this had medical applications mostly for clarity as I intend to link a few other abilities with it but really its basically just cooking with chakra.

As for Sakura and the series in general, I don't understand that argument. The author doesn't really spend a lot of time working on anything plausible in the medical department unless I missed something.

Also, the level is to reflect the amount of control required rather than general utility or chakra use. Its difficult to do and requires concentration.

We saw Sakura hand-grind and mix all of the components for the medicine that she administered to Kankuro.
