But at what cost? Have they become the very thing that they despised the most...? Heroes and villains seem to change roles every day, but one thing is for certain - we yearn for our freedom, for days gone by where we flew the skies unhindered.
The village's council has been re-modeled to reflect the change in attitude the new government has towards its people. Gone are the days of petty politics and strife, instead the council has been made up of only the most spiritually select members of the Church of Latter Day Rising Mist. The council is made up of a Holy Quorum including Church members, priests, Low Shepards, and non-members with exemplary records of religious tolerance and kindness to their fellow man. Each member of the council has some form of military experience but they are also guided by a higher power and open up each meeting with a prayer to remind them of that fact. Unlike in most ninja villages, Kirigakure's Council is slightly larger with thirty members but holds no real decision making power. It functions as an auxiliary and advisory role to the High Shepherds of the Church but more directly to the Mizukage. The Conclave is made to give off a much more religious feel with marble flooring and a central seating area for council members. There is a balcony where people can sit and view council meetings take place but may not interrupt or give testimony accept during such times the Council allows it.
All NPCs or officials will be written by the Mizukage.
