May only perform up to 'D' & 'C' ranked missions! Additionally, Genin may only begin with Jutsu, Weapon and Items 'C' ranked and lower.

Does this technique restriction apply to your first character only, or each new recreation? I would assume the first, because people can merely put the EXP in their side-bar and buy higher-ranked techniques when they die and recreate. I would just like to clarify.

Why does this even exist?... you can EXP stash on your first character too >>.

[blockqoute]I am pretty sure this is just for first time character creations either newly made or transfer. It would also count if you created a new character on another account. To my knowledge though, I don't think it counts towards revamps and scraps.[/blockquote]
