Cost Question

There are B-ranked Raiton techniques with costs of mid x4 (high x2); that's half/a third of the average tai/nin primary's chakra pool. I was wondering if this was done on accident? If not then ok, but I personally feel like those costs may be a bit too high for b-ranked jutsu, seeing as there are A-ranks that only cost 1 high amount.
