when transferring characters, does your character keep their ic knowledge on other clans, bloodlimits etc. ?

also, does your character keep the equivalent weapons, or do they get the standard amount for their ninja rank?

You keep the standard amount of weapons. Your IC knowledge of clans/bloodlimits not only shouldn't apply here as we don't have many of the same or equivalent clans/bloodlimits, but you didn't gain such knowledge on NRP. Your story begins here. The meat and potatoes of your character is essentially the only thing that gets transferred.
