The Kumogakure no Sato inhabitants require the aid of the Kumogakure shinobi to quickly deliver objects with hastened speed. Usually what takes hours for the residents is cut in half for a Kumogakure shinobi. So go out and deliver whatever it is our natives need delivered.

Satsui arrived in plenty of time to begin his task, having woken up that morning determined to accomplish several things that needed doing for the citizenry of Kumogakure no Sato. It was still early enough in the morning for the sun to be dowsing the peaks of Mt. Gekitsuu in sunlight even from a distance, and the people of Kaminari no Kuni were just waking up and beginning to move about. Satsui stood outside the Employment Offices of the Qwik Kunai manufacturers, a company dedicated to the study and production of world-class weaponry, waiting for his contact, . . . to make contact. He was supposed to be delivery and satchel full of new design models to the Raikage Tower, across the village, for inspection and review. Perhaps they might even replace the standard edition currently being used by most all shinobi within the Land of Lightning, but no matter.
It didn't make one bit of difference to Satsui what the outcome would be; he was interested primarily in his mission log and the payment that would come with the completion of his assignment. When the lights finally came on inside the building and the sound of machinery began to emanate from within he breathed a hurried sigh and tried to look less bored. The door on the side of the building swung open and the manager, Satsui's contact within the company, emerged with a black duffel tucked underneath his arm. He looked to and fro until his eyes fell on Satsui and then he made a gesture meant to call the young lad over to where he stood. The Genin could tell the man was about to run through his spiel about the importance of the delivery and the sanctions that would be handed down if the package wasn't delivered unopened, and there was no way in hell Satsui was going to be subjected to such a melodramatic intro.
Just before he came into vocal range, Satsui would seem to disappear from view leaving the manager to wonder just what had happened but then he would feel a light tug from behind. Looking back, he would be too late to see Satsui scaling the wall but the Genin waiting long enough for the balding man to look up and see him perched atop the building's edge. He gave a quick gesture, less professional and entirely inappropriate, meant to tell the old geezer exactly what he thought of his time being wasted and he took off across the roof of the building.

Considered is a high-speed movement technique, it allows a ninja to move short to long distances at an almost untraceable speed - to an observer, it appears as if the user has teleported. Such a feat is accomplished by using chakra to temporarily vitalise the body and move at extreme speeds they would otherwise be unable to reproduce. In the end, the user will appear and disappear in an instant, allowing them to retreat or attack suddenly should they need it. To facilitate the movement the ninja will often use nearby elements such as mist, sand or leaves to mask their appearance or disappearance.
