Elevated at the highest point of Kumogakure no Sato sits the Raikage’s tower. The outside hosts large strong enforced mirrors where the Raikage can look down upon the entirety of Kumogakure no Sato. Built into the mountain-side, strong wood forms the main structure of this building; combined with its glass reinforcement. The top floor, the pinnacle sky-room, sits the former location of the Raikage's Office. A fifteen meter lift connects the office to the next interior section of the tower, and is currently under construction. While the building holds an indescribable amount of rooms, the most notable are the council room, the tower garden, the mission library, and the current kage office.

The council room is a fairly large room. A circular shape, it is often used not only for council meetings, but also for important trials, gashira briefings and debriefings and in some cases, academy classes. The tower's receptionist is in charge of the room's scheduling. Located on the highest floor in the tower, it's height is inconsistent with the rest of the building. Having incredibly tall ceilings, it is used for acoustic purposes, and preventing echoes while also preventing any one voice from overpowering the next. Having around fifty seats in total, twenty chairs circle the room, with an additional twenty on a cascading tier below that. In the center of the room, ten chairs sit around a large round table, where the council, Raikage and ANBU toumoku meet for almost weekly meetings. Each of these surrounding tables share desks, with four rows of stairs all leading to the center of the room- it looks very professional.

Directly above the council room is a massive, lush garden. With the tower literally encircling the mountain in which it sits, the peak of the mountain comes through the top, and is circled by a thick layer of soil, which is held up by reinforced concrete- which is repaired monthly by contracted ninja. This garden is one of the few places in Kumogakure where there is grass. Visited by many ninja after returning from a mission, it is a great place to reflect, and offers a breathtaking view of the village, both during the day and night. The trees of the garden are of a decent size, and are protected by the lightning rod that sits above the previous Kage office.

The mission library is one of the hidden treasures of Kumogakure. While only really valuable to academy students and genin who are preparing for their exams, the library takes up an entire floor of the tower, and holds an untold number of scrolls. While holding missions from D to S, it omits access to all ANBU missions, as well as any missions that puts Kumogakure into any sort of negative light or destructive criticism. The mission library is also an incredible place to read about Kumogakure's part in the shinobi wars, and have been preserved from as far back as possible. The library is curated by the girl with the big hat and a hand full of academy student volunteers and genin. While the girl with the big hat is very knowledgeable about Kumogakure's mission history, she doesn't know much else- or at least never says much else. In fact, she is so focused on her work that she has never even said her name! She holds no one in any regards higher than a normal person- even the Kage or Toumoku. However, if ever asked a question about the material, she will almost always know the answer.

The Raikage's Office remains the final place of interest for the tower. Fairly easy to get to, the Raikage's office is actually the lowest portion of the tower. Using half of the floor as the office, there are twelve genin who constantly assist the Raikage's personal assistant, Atsuko, with her daily duties. They each have desks, and are constantly doing filing, scheduling, minor approval and maintenance work for the Kage and Atsuko. Being the office manager, Atsuko is very stern with her subordinates. In fact, even the Kage is not safe from her stern attitude. Keeping him on his work, she never lets him work, even when he feels like resting. Other than that, most shinobi in the village know Atsuko as a mother figure, who always remembers their birthdays, favorite colors and has known to be the occasional match maker!

Generally, the buildings decorum is considered luxurious. With valuable wooden floors, tinted glass, and strong stone details, there are often allusions to lightning in various details around the tower. Always clean, and constantly protected by either on duty ninja or ANBU, many whom live within Kumogakure no Sato have never actually been above the first level or seen the tip of the Raikage’s tower due to constant security check points- the hassle of seeing the kage being often higher than just a novelty visit. With that said, its doors are open to anyone willing to make the trip.

The Raikage Tower can be used as a pretty accurate reference - however NRP's version is slightly altered as described above.

The day of my return was surrounded by this gloom; one that was reflected on the faces of our village's civilian and shinobi populace alike. While spent in relaxation, it too was plagued by reminiscent thoughts and a melancholic, reflective mood. Near a week past that fated event, I wondered how long until the pain affected by Eiichiro's death would subside, or atleast lessen slightly. I wanted it gone, though everywhere I turned I was reminded somehow of our time together – each pace through our village signifying some form of memory or flashback to a time I had traipsed it in happiness and without mourning.

The realization of this, and my pursuit of a remedy were the reason my gait pressed itself en route for the Raikage's tower, a sealed envelope clasped in my left hand, somewhat obscured by a flowing white sleeve. My appearance would be of one either sick, distraught, or both upon my entry into the towering structure, and while certainly noticed by the familiar Benkei, she was polite and considerate enough to keep a safe distance, even as I approached her desk.

“For the Raikage,” I muttered in an almost inaudible, involuntarily hushed tone, handing the note to the assistant, a pivot afterward saw my direction turn toward the exit.

Dear Yondaime,

It is my regret to inform you that I will be leaving the village for quite some time. I can no longer bear living in sorrow amid Kumogakure and its memorious nature, which only serves to worsen my pain. I require time. A mission has been requested that will take me from this land; I merely wanted to warn you, lest you think I'd disappeared and not return.

More importantly, my trip to Kusagakure reaped fine results. In short time, the Kusakage herself, along with two of her most trusted shinobi, will be travelling here to meet with you. I believe it imperative that we maintain this alliance, as there are very few nations we can any longer trust.

"This came for you today, Raikage-sama." Atsuko would say quickly- tossing a scroll onto Heihachi's desk in a whirlwind of speed.

Before he could retort, scolding her about her abrasiveness- she was off. Such a busy woman. Raising himself from his chair, he would brush away the new scroll to to take a look at a scroll that had been delivered by one of his ninja- a genius of his own right. It had been given very recently, and had been sitting on Heihachi's desk since then. Kusa was coming. Biting his lip, his teeth would catch the golden ring peeking from behind his mouth. He often played with his piercings whenever he grew anxious. Turning his head to one of the many people running around his office, he would push his chair away from his desk before heading closer towards the 'battlezone.' Slipping past the flurry of genin shuffling paperwork all around him, he would make his way to the window of his office. Looking out below him, he would see the same city that he had seen that fateful night. This light, however, would reveal something completely different. This showed the village that he knew as a child. This showed his home. Foreign ninja had attempted to take that away from him. Their identities, their true motives- all of which completely undisclosed. If he had been in another position, he would have done the same thing as Izumi. This was a difficult place to be, he didn't blame the chuunin.

Raising his hand to the pane of his window, he would feel the cold air that shook him awake once more. The sound of one of his genin squeaking behind him.

"Raikage-sama!" She would shout, instantly bowing to him in an almost frightened manner. "Our outposts confirm three figures making their way towards the front of the village. Intelligence believes it to be the Kusakage!" She would shout, her head staying further down than what seemed professional.

Heihachi would continue to look out at the city that he once knew. How much it had changed.

"Alert Benkei, tell her she is to accompany me to the gates. I want to meet this Kusakage myself." He would say more towards the floating presence of Atsuko, than the genin- who he would politely pat on the back as he headed out of the door. "Prepare my guest rooms." He would command as he passed her.

To say nothing had changed here would be quite naive simply because of the smaller evolutions a large organization such as the Raikage undergoes over time, but in the grand scheme of things, walking through this place evoked feelings of a time left behind long,, long ago. It was not softness nor longing, not was it nostalgia; it was simple a nod of what once was. And it was good, but it no longer was now. This was not my place anymore, nor was any stretch of this world. Hence I chose my own exile, exercised well for all this years. 

However, it was all gone now. The village was gone. My last home was destroyed.

I was a bum, dressed in rags with my facial hair coming down long. I had regained my body's full use after I left the rice village, but any passerby would most likely judge me as lost, deranged beggar, attempting to collect money for booze. I chuckled at the thought but pressed on; I had important business to attend with the Raikage.

I had no idea who inherited the title now, but it did not matter. I found Kumo headbands at the scene of my village’s burning, designed awfully similar to the ones back home. I had questions indeed, and I wouldn't simply leave with a simple no. And so here I was, slowly striding up to the tower, no hesitation in my step shown whatsoever.

Messenger Bird
Iwagakure

The bird would hover about the tower, until finding an opening, or some member of staff to deliver its message. Its flashy colours spoke little of Iwagakure, but perhaps volumes more about its leader. Attached neatly to its leg, a slip of pink paper, containing a note in an elegant hand.

Dear Raikage,

I apologise for the informal nature of this message, but I heard of the passing of dear Eiichiro, your Sandaime. I'd like to extend my condolences. I met the man only a few times, but his company was splendid. Many years back, a small envoy of Iwagakure shinobi met with him, in order to discuss relationships between Iwagakure and Kumogakure. They were received very favorably, and I was to arrange a meeting with him. However, due to concurrent events, such a meeting was never arranged. Hence my writing to you now. Simply put dear, I wonder if you would agree to a small rendezvous? Whether in my home at Iwagakure, or a visit to Kumogakure, I feel it would do a great deal of good.

If you care to, return a reply with the fabulously flashy bird. I hope to hear from you soon!

N A R R A T O R

The boxes were piled high, like trees made of cardboard and miscellaneous items, scraping the very ceiling above them. Few employees remained, with scattered pockets of people still packing their things, and giving their last goodbye's before leaving. Everything deemed important, or otherwise classified, had already been cleared out by ANBU agents and their hired hands to a clandestine location. The men who had been paid to pack up all of the equipment had done their jobs, responsible for the forests of piled boxes within each room of the tower, and had left long ago. Now, the tower waited for the movers, who would come in the early light of the next morning to take all of these boxes away to storage, or sale, or another compound.

One of the few people who still remained, a fair-skinned assistant who had worked in the tower since the Nidaime's disappearance, was now at the front lobby-- piling her papers, her books, her desk appliances, and so forth, into a square-shaped basket she had brought from home. Pausing from her work, only to tie her long black hair into a bun, she'd turn when she heard the sound of the door's opening. She wore a pair of raggedy blue jeans, and a white dress shirt with the sleeves rolled up. And, at the sight of the man who entered, she had half a mind to reach for the pepper-spray in her pocket. It was late, and she carried it wherever she went.

"Can I... help you?" She asked tentatively, dropping her hands upon completing the hair bun. The man looked homeless, and she reasoned that he was probably lost.

M E A N W H I L E

An ANBU agent observed the bright lights of Kumogakure no Sato from above, standing still upon a ledge at the fourteenth floor. His cloaked, and hooded, figure, remained just so, until, from behind the cover of a fox mask, the agent spotted a bird. The moonlight provided just enough visibility to discern the colorful creature, and the agent extended a single arm, fully convinced that the avian would heed his gesture. And, right he was. It'd perch on his arm, its talons digging into his cloak, his armor the only thing preventing him from feeling pain. Then, he'd gently take the missive from its leg, palming the small slip of pink paper.

Having been here solely for the purpose of intercepting messages that were still being sent to the tower, he'd send the bird off with a single movement. Sure that the bird wouldn't leave until it got its message back, he'd leap down from the building in a succession of quick hops, proceeding in a pace the creature could keep up with. Surely, this was a letter for the Raikage. And he'd deliver it without failure.
