Elevated at the highest point of Kumogakure no Sato sits the Raikage’s tower. The outside hosts large strong enforced mirrors where the Raikage can look down upon the entirety of Kumogakure no Sato. Built into the mountain-side, strong wood forms the main structure of this building; combined with its glass reinforcement. The top floor, the pinnacle sky-room, sits the former location of the Raikage's Office. A fifteen meter lift connects the office to the next interior section of the tower, and is currently under construction. While the building holds an indescribable amount of rooms, the most notable are the council room, the tower garden, the mission library, and the current kage office.
The council room is a fairly large room. A circular shape, it is often used not only for council meetings, but also for important trials, gashira briefings and debriefings and in some cases, academy classes. The tower's receptionist is in charge of the room's scheduling. Located on the highest floor in the tower, it's height is inconsistent with the rest of the building. Having incredibly tall ceilings, it is used for acoustic purposes, and preventing echoes while also preventing any one voice from overpowering the next. Having around fifty seats in total, twenty chairs circle the room, with an additional twenty on a cascading tier below that. In the center of the room, ten chairs sit around a large round table, where the council, Raikage and ANBU toumoku meet for almost weekly meetings. Each of these surrounding tables share desks, with four rows of stairs all leading to the center of the room- it looks very professional.
Directly above the council room is a massive, lush garden. With the tower literally encircling the mountain in which it sits, the peak of the mountain comes through the top, and is circled by a thick layer of soil, which is held up by reinforced concrete- which is repaired monthly by contracted ninja. This garden is one of the few places in Kumogakure where there is grass. Visited by many ninja after returning from a mission, it is a great place to reflect, and offers a breathtaking view of the village, both during the day and night. The trees of the garden are of a decent size, and are protected by the lightning rod that sits above the previous Kage office.
The mission library is one of the hidden treasures of Kumogakure. While only really valuable to academy students and genin who are preparing for their exams, the library takes up an entire floor of the tower, and holds an untold number of scrolls. While holding missions from D to S, it omits access to all ANBU missions, as well as any missions that puts Kumogakure into any sort of negative light or destructive criticism. The mission library is also an incredible place to read about Kumogakure's part in the shinobi wars, and have been preserved from as far back as possible. The library is curated by the girl with the big hat and a hand full of academy student volunteers and genin. While the girl with the big hat is very knowledgeable about Kumogakure's mission history, she doesn't know much else- or at least never says much else. In fact, she is so focused on her work that she has never even said her name! She holds no one in any regards higher than a normal person- even the Kage or Toumoku. However, if ever asked a question about the material, she will almost always know the answer.
The Raikage's Office remains the final place of interest for the tower. Fairly easy to get to, the Raikage's office is actually the lowest portion of the tower. Using half of the floor as the office, there are twelve genin who constantly assist the Raikage's personal assistant, Atsuko, with her daily duties. They each have desks, and are constantly doing filing, scheduling, minor approval and maintenance work for the Kage and Atsuko. Being the office manager, Atsuko is very stern with her subordinates. In fact, even the Kage is not safe from her stern attitude. Keeping him on his work, she never lets him work, even when he feels like resting. Other than that, most shinobi in the village know Atsuko as a mother figure, who always remembers their birthdays, favorite colors and has known to be the occasional match maker!
Generally, the buildings decorum is considered luxurious. With valuable wooden floors, tinted glass, and strong stone details, there are often allusions to lightning in various details around the tower. Always clean, and constantly protected by either on duty ninja or ANBU, many whom live within Kumogakure no Sato have never actually been above the first level or seen the tip of the Raikage’s tower due to constant security check points- the hassle of seeing the kage being often higher than just a novelty visit. With that said, its doors are open to anyone willing to make the trip.
The Raikage Tower can be used as a pretty accurate reference - however NRP's version is slightly altered as described above.
