Beneath the morning sun with mist settling about them, a cluster of men and women clad in shinobi attire and ANBU gear met at the banks of a pure white waterfall. Stone as clean as the water itself, there was no moss that hung to the white rock moistened by the rippling waters. It was winter, and the leaves were freed from the trees with the grass rough from the morning chill - the area in which they resided in being to the north of the country at its center point. A position they could both feel safe within.

Two men stood before one another, one clad in a white robe, wearing the headband of sound at his neck. The other, a much younger boy donning the hat symbolizing the Tsuchikage. It hadn't been very long since he was made Tsuchikage, but Shu was known to snake his way into favored positions with many people. Slightly, he bowed his head but kept eye contact, to ascertain he wouldn't be attacked by the element of surprise.

"It's a pleasure to finally meet you," lids of his eyes slightly laxed, "I am Minakami Shū... but some call me Etsuko Shirō." today they were here to craft an agreement of sorts - well, not craft. The agreement had already been crafted. All he needed was a signature from the representative of the nation, and they could once more go about their merry way.

"Are you ready to sign the treaty?" his voice was solemn, soft.

It had been time to finally reach an agreement with a sly talker who was able of persuading Genjiiro. Well, everything this man had told him earlier was true and to take this decision was one of the smartest decisions he could make so quickly. Clad in his new and fresh Tsuchikage robes, the hat he wore on his head notifying anyone who could see that he was the highest ranked shinobi in all of Iwagakure. Surrounded by men that he had trusted with his life in their hands, the ANBU of Iwa were well trained and was expecting anything but failure. Minikami Shu, and Etsuko Shiro, were names that he had never heard of before.

The early morning heat was something he was used to due to the burning heat felt over at Iwagakure. There was no signs of hesitation, due to the verbal agreements that were settled earlier in the week. Both were prepared, and there was no reason for him to delay this any longer. He bowed his head swiftly before Shu could to show his respect for him. He was aware of the eye contact, as he couldn't let his own eyes leave Shu's.

"I'm ready whenever you are."

Each respective leader would maintain a copy of the treaty, both holding signatures of their approval to the contents. Standing straight hands smoothed out the robe from beneath him, and into his robe he would retrieve the two scrolls. "If you have no objections to the content, then sign both." he would hold out one for him to take, keeping the other in his left hand. It wouldn't do if both scrolls were destroyed by chance, and Shu was suspicious by nature. He had yet to find true reason to trust the loyalty of the other, as he was certain Genjiro had yet to trust him.

Should Genjiro take the scroll and open it, he would find the crafted details of their treaty written in full - the name of Minakami Shu already written at the bottom of it. He had been told earlier to bring his own pen, and a stamp to give the seal of the Tsuchikage - so none could deny it's authenticity.

On DECEMBER 26TH, the territories of Otogakure and Iwagakure will become one. In the chaos of war, strength is not found in solitude but under the collective strength of men and women capable of swallowing their pride and reaching out to one another for assistance. Suspicion is the gift all nations beget one another, destruction is the wealth in abundance. I have decided to put an end to that. Under my authority, the country of Earth and its peoples will become protectorate to the country of Rice, and the people of Rock and Sound will enjoy the fruits of companionship.

the terms of the treaty

1. Iwagakure will retain its international identity as an independent state, however the Tsuchikage will be subject to submitting to the authority of the Tennō in Tenjin no Sato as a subordinate. The Tsuchikage is expected to maintain loyalty and honor in this case, and to assist the Tennō in any matter. The friendship of the leaders must pave the way to a unified nation.

1.a Internal issues related to the state of Iwagakure will be handled by the Tsuchikage, unless preferring the Tennō to assist in ensuring order and prosperity. Otogakure will assist the nation of Iwagakure in projects of expanding their villages and towns through various construction projects.

1.b All matters relating to foreign affairs and diplomacy will be handled by the Tennō, to safeguard the nation of Iwagakure of being taken advantage of by outside powers wishing to do the state harm. Otogakure and Iwagakure will share the same diplomatic ties with all nations - Otogakure's allies will be allies of Iwagakure, and the enemies of Otogakure will also be the enemies of Iwagakure.

1.c Otogakure will maintain bases throughout the Earth country to combat all threats to national security. So long as Iwagakure is a protectorate of Otogakure, the men and women of Oto will fight with their lives on the line to protect the people of Iwa. A Chuunin or Jounin military representative will be stationed in Iwagakure to oversee all defense operations, and to keep the Tennō aware of the situation in Iwagakure at all times to better help the nation.

2. A joint military will be created under the authority of the Tennō. All military operations will be carried out by Otogakure, with Iwagakure serving as the sturdy rock in which the shinobi of both nations can rely upon. Due to this, Iwagakure and Otogakure will maintain open borders with one another at all times, and shinobi from both villages will be capable of undertaking missions from either village.

2.a Without the approval of the Tennō, Iwagakure will not invade or skirmish with another nation. Following the massacre in Sunagakure that ended the lives of almost all of the active Iwagakure personnel, the Tennō deems it fit that he maintain control over operations to ascertain more death will not come to Iwagakure through foolhardy and hasty, impulsive military actions without tact or strategy.

3. Should the protectorate of Iwagakure desire it, Otogakure will assimilate the nation completely. In the case that occurs, a new country will be established and a new headband will be crafted to give birth to the northern empire. All nation leaders involved in the assimilation will be involved in choosing the new name of the empire. The Tennō will remain at the head of this empire, with the Kages as viceroys of large portions of territory.

4. If any clause is broken in this treaty it will be deemed as treason, and hostility will be the only outcome. War may not be avoided in that situation.

Stepping forward he would reach in for the scroll, taking it in. Without even reading the scroll, he took out a pen and signed his signature on the scroll quickly and stamping the bottom of the scroll with the Tsuchikage's stamp of approval. "Perfect." He would return the scroll Shu handed him, this time signed and stamped.

Genjiiro smiled, it looks like he settled with a perfect alliance. "Whats the next step then?" he asked, not knowing of what was going to happen next.

With the first scroll signed, the second scroll would be given to the Tsuchikage for him to sign and stamp as well - and he would be told to keep that one. He hadn't even bothered to review the terms, either out of trust of Shu or desperation to survive. These were hard times, it was true - the Tsuchikage led one of the five great nations. He was a sitting target for most enemies, where as Shu went along through life unnoticed due to the secrecy of his village, and the fact many cared little for the Rice country.

"We go to Iwagakure. You have a throne you should be seated upon, and I am certain the village needs assistance in getting back to its feet." it was true, they would need to work on the defenses of the Earth country if they wanted to ward away enemies. None of that simple shit, they needed something magnificent to glorify the new era dawning upon them. His right hand rested at the top of his waist belt tied tight, half of his forearm tucked into the robe as he turned, shifting his head for Genjiro to take the lead in their journey back to his homeland.

The scroll would be given to two ANBU operatives to take back to Tenjin.

It was finally time to depart, and lead the way back to the village, turning his back he would turn to face the direction towards his village. A smirk appeared on his face, as he already completed one task as Kage unlike the former one, who suddenly disappeared. It was time to finally go back home, as he lead the way to the village. "Lets go!"
