Suggestion regarding the mission system.

I'm sorry if it seems a little petulant of me as a noob to the site to start questioning some of the systems in place on the site but I feel as though the mission system could do with a lick of new paint.
As I understand it, though I may be wrong since it might be exclusive to Kusa, you can only take missions supplied by the village you are in and before taking those missions you have to play out accepting the mission IC and afterwards also reporting the completion of the mission IC.
There are a few problematic elements I see regarding this system. Firstly I feel it's a bit redundant to make an IC post regarding things as small and ultimately negligible as accepting the mission when the real important part of the whole process is the mission itself. I can kind of see the logic behind why all this could be RP'd out I really don't think it's necessary. I get that it might be good for immersion as this is a situation our character would go through but I don't think this situation has much leeway for any significant drama, it's just 'Hi, can I have this mission?' 'Yes.' 'Cool.'. Just as our characters DO accept missions they might also get a good eight hours sleep after having three square meals during the day and go to the bathroom but we don't have to RP that out since it's not relevant to what's really interesting about missions in the first place.
Secondly, even taking a mission might take some time since you need to be pre-approved for the mission before you can even start it by having the kage grant you that permission IC, which depending on the active nature of the kage in question could take any length of time. If one Kage's net shuts down for a month that a whole village with a backed up mission system for a month. I think that leaving it down to one person is inefficient and untidy.
As for the missions, I think we should be allowed to make our own. I haven't got an answer on this one yet so I'm going to assume we can't just in case so I'll make these points brief. Having to choose from a small selection of pre-made missions might get pretty boring in the long run and doing missions would really feel like much less of a grind if you were in control of the scenario.
With these in mind I propose that we implement a similar but tidied up system for our missions which would be as so:
Firstly we'd have a single board dedicated to missions where we store all mission information and a notifcation thread. This information would be mission rank guidelines (what scenarios are suitable for what ranks) and mission templates (mission name, situation, who can join and so on). This board will then be where people post their custom missions with a link to the relevant thread where they can then start and complete the mission straight away at their own pace without having to wait for any approval.
After they complete their mission they post in the notification thread with a link to their thread in the mission board where the whole thing will be graded. After that all rewards are handed out accordingly, the thread in the mission board is archived and their post in the notification board is deleted. Everything remains tidy and everyone is happy.
I think that by doing this taking missions will be less of a grind, there will be less of a wait and by localizing the whole mission process to an OOC mechanic where all mods can deal with them instead of a single kage would greatly increase the overall efficiency of the system.
I strongly feel that this would vastly improve on the system we already have in place.
