Buying custom items

I want to buy my weapon HERE. How do I buy it? The story is it's been passed down by her brother, so, do I simply make a thread of him passing it on then asking to get money deducted to pay "him" for it, if that makes sense?

No. You simply go find a craftsman, either NPC or PC, and have them make it for you. Country shops will have smithies you can forge the item there with NPC's, but they are limited by skill depending on region; PC Craftsman stand better chances of forging higher, stronger items.
