I once brought this up in staff, but unfortunately, nothing has been done about it. From what I was told by Lash, he was going through the Nintaijutsu KGs/Clans and giving them specific Stamina/Chakra amounts per technique, to balance out what was fair in consumption, but has only done so for Hyuuga.
Nonetheless, I feel another approach should be taken, one much more simplier on behalf on the staff and the members. Basically, Kekkei Genkai with Releases that specialize specifically in that field grant the user the automatic gift of lowered consumption and one-hand seals (though basic) for those certain Releases. Now, with these advantages, most seek these bloodlimits, but what about the KGs and Clans that focus entirely on Nintaijutsu?
These shinobi are supposed to be balanced with skill in their art as those of a KG with a mastered Release, yet the difference in effectiveness is so vast. Bloodlimits with specialized Releases get lowered consumptions, while Bloodlimits/Clans with specialized Nintaijutsu get INCREASED consumption for a technique of equal strength. Where is the balance in that?
The solution is quite simple. Although Lash's plan was a good one, I feel waiting any longer should no longer be tolerated. To ease the stress, a simple rule implementing lowered consumption for Nintaijutsu in those specialized KGs/Clans will be enough, until a staffer decides to stop being lazy and to add specific, balanced cosumptions.
This is my view on the matter. Hopefully one of the administrators will take it into consideration. If anyone else wishes to praise, critique, or comment on this idea, please don't hesitate to reply.
