Based on the description, he would only be able to use up to the C Ranked Domain.

It's already pretty clearly laid out: it cannot use a jutsu above c rank that the user knows: just because it is made out of S Rank Wind doesn't allow you to use any other S Rank Jutsu; though the user may know up to S Rank Dominion, the Clone would only have access to C Rank.
