The blades of vengeances have fallen swiftly. The shinobi are no more as 'Absolute Justice' has returned...now, it is the Samurai that rule the Five Major Nations!
But at what cost? Have they become the very thing that they despised the most...? Heroes and villains seem to change roles every day, but one thing is for certain - we yearn for our freedom, for days gone by where we flew the skies unhindered.
Fukusū Gekido Doragon (Raging Lightning Dragon) Rank: B Type: Offensive / Raiton Ninjutsu Range: See special! Chakra: High, Mid upkeep Special: Distance that the dragon(s) can travel depends on the user's highest 'Karai Shin' rank. When first learned, the user can summon one dragon, plus another dragon each time retrained, for a max of five dragons. Upon impact, each dragon causes a five meter explosion of electricity, the heated energy causing severe electrocution and forces paralysis into those affected for 1/2 the turn. Also for ever 3rd retaining consumption is raised by one level. Description: Fukusū Gekido Doragon is truly a dangerous technique, allowing the user to create dragon-like creations that cause threatening effects. After the user completes the appropriate amount of hand seals, they will discharge a great amount of Raiton chakra from their body needed to form one or many dragons comprised entirely of pure Raiton energy. Each dragon is about 3 meters tall and 2 meters wide, and can pursue the target as long as the user maintains visual of the target. However, due to the concentration needed to guide the dragons, chakra molding and movement cannot be accomplished until the dragon disappear. Domain: Raiton. Karai Shin 'B'.

If your doing this to the point where you're firing off multiple dragon that do not move in linear fashions but instead follows the target, as a restriction i think holding a single seal should be added as well as an upkeep each turn a dragon (any amount) remain in play.

+ When it comes to paralysis / electrocution in any technique there is a distinction. You can either 'shock' or 'paralyze' and you cannot have it do both especially since its a 'B' ranked technique. When lightning is used in a jutsu it has a specific purpose either to shock or paralyze and shocking does not mean a person can't move but paralysis does; you can have one or the other. Also in your description it states the dragon comes from the users 'body' but that could be a lot of things. Does this mean that the user can create it from any part of their body? If so make that clear but if not switch it up. Also may I suggest what Gene offered? Simply allowing the person not to move is a very harsh drawback for such a simple technique and holding a seal would prove a person better use seeing as they wouldnt be able to dodge a technique thrown at them while controlling the dragon in the form it is now. Ultimately it's still your tech so you don't have to follow up on that but the first two things I described you should pay more attention to.

Well I have my bit about lightning, well what happens if you get hit by it, it shocks you followed by complications moving. So I mean trying to tell me that it shouldn't have both effects, that's retarded. Also the idea of holding a seal is stupid, if someone can run around holding a seal chasing you with Raiton dragons, that's op as Fuck hence the reason why you can only move your eyes and your head slightly. ALSO the fact that you are complaining the rank of the jutsu makes no since but I wouldn't be against raising the rank. Lastly the idea of the the dragons coming from the persons body means THEY COME FROM THE PERSONS BODY. nothing more nothingless.
Lol this technique is more than fine, its a good tech with equal draw backs and nothing is wrong and I do agree with what he said in terms of raiton Shock is more so the damage it does, paralysis is just an added effect they both come hand in hand (in most cases).
anywho this is reasonable and nothing that needs to get overly complicated. 1 / 3

Okay, since this technique deals with paralysis, there are slightly different rules when it comes to the drawback of the technique. Your drawback of remaining stationary is fine, but you have to include on of the following. You can choose.
1) The user has to be effected by the paralyze technique as well. 2) Requires a turn of charging for turn of paralyze. 3) The paralyze is less than a half turn.
Also, include in your technique that the dragon requires direct contact with its target for a full body paralysis -- or you can leave it how you have it where it only has to impact something, however, then the electrical currents exploded will only cause a paralysis at certain body parts verses the entire body.
