Description: ‘Chinmoku no Tebukuro’ are a pair of gloves which have amplifiers attached within the center of the palm for constructive use. Along the inside of these amplifiers are a plethora of soft pockets which can be used to capture sound and store it for later with the use of chakra. They were created as instruments to be prepared before a great battle. It allowed certain ototon based justu to be created after chakra has been fueled through the gloves for a certain amount of time. They leech onto the users’ chakra and raise the chakra cost one level above its base consumption (D=C, so on). The jutsu constructed for these gloves do not require hand seals, although, it does require hand seals if the user wishes to use the gloves for other sound-based jutsu that aren't chinmoku no tebukuro domain.
Cost: 75,000 Ryo.

Special: allows user to temporarily deafen an opponent.

Description: After gathering the desired amount of chakra into the glove the user will then await the opportune moment and ‘clap’ the two amplifiers along the center of the glove together. The sound waves emitting from the clap will then transmit into the opponents ears and temporarily deafen them for a short amount of time giving the user an opportunity to make a quick action.

Chakra: Mid – Massive
Special: Allows the user to use capture and compress sound waves in order to add a vibrating shock to their attacks temporarily increasing the knock back in the power of the attack.
Description: Usually used in a quick reaction in close encounters. In the heat of combat the user will simply send chakra through to the amplifiers at a rapid pace to capture a simple sound. The users chakra will then trap that sound in an enclosed chakra area bouncing it around along the inside for just enough time. This will, in return, give the gloves a vibrating property and when used in combat will give an extra knock back stacked onto the users primary attack.

Tsugi no Merodī (Bellowing Melody)

Type: Offensive, Ninjutsu
Range: range depends on rank of ototon ryouuken (sound dominion).
Special: Allows the user to capture up enough sound waves before releasing them all simultaneously in one huge blast.
Description: The user will begin to mold chakra into the amplifiers within the soft pockets installed within them. Chakra will manifest over these small holes and begin to capture various sound waves being made within the area. Because of the high-ranking nature of this technique it will take a total of 6 seconds [full post] for the user to fully gather up enough sound in order for the technique to be ready. After enough time and chakra has been placed into the technique the user will simply stretch out their hand of choice with their palm facing towards the enemy. Once the attack is released it will send out a circular sound wave 15 meters in diameter towards the opponent. This attack - if it connects - will disorient the opponents vision for the amount of time this technique is prepared.

The price is incorrect. The description of a B-rank weapon is that it only works with pure chakra, it is unable to "control" anything release-specific, much less grab or produce it. Your add-ons would consist of release (10,000 ryo) and complex ability/effect (40,000 ryo), simply because this weapon isn't just manipulating the release itself, like the Kyodai Sensu with Fuuton. Ototon revolves mainly around the production of sound to various effects, whereas these gloves want to actually capture it and use it at a later date. That being said, it would need to be an A-rank (25,000 ryo) or S-rank (50,000 ryo) at least.

Additionally, the actual ability to 'capture' a sound wave is completely iffy. It is simply not physically possible, really. It's not a matter of Chakra augmenting anything, and being able to make it possible. Sound waves are just energy causing vibration in a medium. The energy will be lost eventually, there is no way to grasp and hold it forever because the energy is fueling the vibration. You'll have to tweak this in some way.

For a final comment, the inadvertent gathering of sound-waves, without some sort of active effect and drain, is something I would never allow.

With your changes to the description of the weapon, your price is incorrect again. It would be completely acceptable to have it at 'B' rank with an Ototon release add-on; that is to say, 15,000 ryo.

As for the jutsu, they look fine to me.

I don't like the gloves giving the ability to do all sound-based jutsu seal-less without a specific technique to govern it. Complex Ability for 40k =/= 625 EXP for a full multi-ranked technique to govern this — even with the rather random addition of the boost consumption by one tier.

I took out the 'all sound-based jutsu seal less' part. . . i guess - even though there are other weapons on this site that were allowed to have such qualities (ardemus, fuuton fan, etc). Either way. I edited the description once more to fit your liking now. It should be done.

Special: Allows the user to perform any Fuuton jutsu in conjunction with the fan without the need of seals. Which jutsu can be performed without seals must correspond to the rank of Amakaze learned. For example, with 'D' rank Amakaze one can perform a 'D' rank Fuuton jutsu.
Description: Amakaze is a specialized ninjutsu technique utilized in conjunction with the Giant Fan. By gaining an understanding of the unique weapon, the user learns to cast Fuuton jutsu on a whim without the need of handseals, as long as the fan is used as a medium.
Domain: Fuuton. Must use with Giant Fan.

Special: Whomever comes to possess Ardremus must learn the blades abilities and its advanced control over the suiton nature. The user can only cast suiton jutsu that they have knowledge of and must be equivalent to the highest rank known. Jutsu summoned via Ardemus has its cost go up one tier from its original. Range is equivalent to whatever jutsu is being used.
Description: Held with two hands, the user comes to control the powers of suiton in a way like never before, though sealless the user must use both hands. The effects of jutsu used are not augmented in any way except for the cost doubling. With a simple swing, thrust, or simply pointing it at the target whilst feeding it chakra to activate its abilities
