This is supposed to be one of the basic techniques for genjutsu, discerning the distance of techniques and such. But

Special: Effectiveness is determined by RP. Illusion uses victim as center, and alters their immediate surroundings. Affects up to 5 meters around the victim, plus 5 more each time retrained. Can be trained a maximum of 5 times. However, after every second retraining, the chakra consumption of this technique will go up by one. Multiple targets may see multiple things, and the wider sly mind effect, the more believable it will be to the victim.
Description: Kori Shinchuu no Jutsu is a simple yet effective Genjutsu technique which allows the user to play a nasty visual truck on their opponents, causing them to travel around an area lost, in circles. If the ninja is unable to detect the illusion very quickly, they can become exhausted mentally and physically when they are unable to reach their desired target by traveling along the same path over and over. Most effective in enclosed areas such as forests or jungle.

For the above, it says that the tech starts at five meters, and the distance increases with training.

So.....what is the point of the base tech then? How does that work? Almost all of the Genjutsu in the index is like that; though the base tech is supposed to determine the range of Genjutsu, they all start off really small in range, so why is the base tech necessary, and what does it actually do? Does the distance stack somehow, or is it just an oversight in the revamp? A little explanation would be greatly appreciated, gracias.

A lot of the techniques are touch and go. However, the base technique is a dominion technique that determines how far the user can be away from the intended target and likely catch them inside a Genjutsu. For the specific technique in question I assume it is saying that after caught inside the genjutsu the target can walk 5 meters in any direction before finally exiting the genjutsu (due to what the genjutsu does). The retraining increases this distance, that distance has no correlation to the distance of the dominion.
