This is why the Kumogakure no Sato shinobi must offer aid in distressed times. Help our villagers rebuild their homes, thriving business and the like. We as Kumogakure are a family, citizens and shinobi alike.

Moving slowly down the incline between the village and the kage tower, Asa contemplated his efforts for the village. He wasn’t so naive as to think that the electrical poles he had setup would be enough to get the village really back on track. It helped sure, but there was so much more to do. Looking out over the village he could see just how much was left to be done. He knew little about carpentry and the crafting arts, but just from the sheer size of the area that needed rebuilding, combined with the amount of time it had taken to get this far in the reconstruction, Asa was fairly certain it would be a while before the village was back up to par.
In his last attempt at fixing up the village, he had determined that a spiral pattern out from the villages center would be the most beneficial maneuver for a speedy reconstruction. So, heading back to the area he had earlier, Asa began surveying what needed to be done. The wire poles were still up, and apparently the electrical lines had been hung. That’s good. At least no setbacks had occurred while Asa was away. Then he saw something strange. In this area the residents had all been moved to a group housing building for the time being, seeing as individualized housing was probably going to be something left for the final stages of the rebuilding. However, in what Asa assumed was an ally back when there were still standing buildings, he saw a group of men huddling amongst the debris.
Though the men were filthy, they didn’t have the look of criminals about them. Asa was interested in finding out why these men would forsake the safety of the group housing building, for this street existence. Applying some chakra to his feet, Asa leapt down from the perch he had made for himself and strode over to the men. It was beginning to drizzle as he came to a halt in front of the group.
“Hey guys, what are you doing. It’s gunna rain soon, lets get in doors. The shelter is just down the road.”
Asa paused as he saw the tired look on their faces. One of the man, a burly, black bearded man with a soft voice spoke up in what Asa recognized as a sad tone. Apparently the men wanted to go to the shelter, but weren’t allowed. They lived in a different district, but were brought to this one to work. They were supposed to live in that districts group housing, but it usually closed up by this time, full of people. By the time they got their after working in this district all day, there usually wasn’t any room left. So the men were content in having their families stay there all day long, while they came to this district and braved the elements. Not being with their families after the trouble they survived was what was causing them the most hardship. Asa had to do something.
