This is why the Kumogakure no Sato shinobi must offer aid in distressed times. Help our villagers rebuild their homes, thriving business and the like. We as Kumogakure are a family, citizens and shinobi alike.

Asa gazed out upon his village of kumo. Many groups of people mulled about the various roads and paths, trying their best in a disorganized way to get the buildings and other essentials back up to par. The troubles hadn't forgotten his home. A sigh crossed his lips as he forced the smile back on his face. There was little to smile about in Kumo these days. If you had your life when you hit the pillow at night you had a good day. Food and aid distribution areas had been consumed, and without help many people had resorted to various crimes. Once decent people now did murder in the streets. The ninja needed to get the problem under control. Stopping the criminals wouldn't stop the production of others. They needed to stop the need for crime.
A gentle breeze rippled the fabric of his robes as he took a step forward. His foot met the insubstantial air and he began his decent. His free fall brought him down from the mountain tops like an angel descending from on high. A few agile flips and slides found him standing on the street level of the village. This particular street seemed to have been cleared of most of the larger ruble that had been present on so many others. It was a center district of the village. The best option was to focus on certain points in the village starting from the center and spiraling outwards as things got completed. It would mean the more outlying districts would have no help anytime soon, but it would be the most efficient way of getting the majority of people the help they needed faster, while culling the bad eggs out of the village in the process.
Moving like a serpent through the throngs of people, Asa came to a group of men attempting to reinstall power lines. Apparently this district had gotten to the point where there was a group domicile that was housing the residence, so getting individual shelters was an afterthought to providing power and water to the various aid facilities. The men seemed to be having difficulty. They had no machinery to speak of. So the large poles had to have large holes dug and then be lifted up by a group of them and a pulley system. It was a tedious and slow process. Perhaps Asa could speed things along a bit.
