Alright. So, crazy idea. I've looked over all of the jutsu on this site multiple times, and...I honestly think this would be a good way of balancing the system.
Remove Stamina/Chakra Reduction masteries and lower the cost of everything by one rank.
Like I said, this probably seems CRAAAAAZY. But I'll explain the reasoning behind it.
It's pretty much agreed on that someone with a very low chakra pool can use a B-rank jutsu, but they'll be exhausted by the effort. B-rank jutsu have a High cost, so...
15 Very Low = 1 Low
12 Low = 1 Mid
9 Mid = 1 High
6 High = 1 Very High
3 Very High = 1 Massive
15 x 12 x 9 = 1620. Let's call this number a 'charge'. So it takes 1620 'charges' to cast a B-rank jutsu, which can be done with a very low pool.
0-999 chakra(EXP) is Very Low. We'll just say 500 chakra for simplicities sake. Since 1620 is closer to 3 x 500 than 2 x 500 or 4 x 500, I'll be using three times 'base' chakra pool to determine the maximum chakra pool for this example.
Now, let's look at an S-rank jutsu. 15 x 12 x 9 x 6 x 3 = 29160 charges. Since we're using 3x to determine chakra pool, I'll be doing 30,000/3 = 10,000. So you would have to have a High chakra pool to cast a Massive cost jutsu.
The average EXP level for most people (Including Kages) seems to be around 3000, but nobody has over 5000 yet. This would mean that even the most powerful ninja on the site would have a Low chakra pool.
Now, let's say a low chakra pool is 3000. (Double average. Average EXP level for people on the site and it's between 1000 and 5000). 3000 x 3 = 9000. So that means that emost Ninja can only use two B-rank jutsu before being totally out of chakra. Obviously this isn't the case with people being able to cast multiple A/S-rank jutsu. Why is that? The answer is chakra masteries.
Now, I'm not saying that chakra masteries are bad. But as I've shown, the system seems to rely on you getting chakra masteries just to make your jutsu usable. Even with months of RPing with various EXP-granting events in the interim, everybody on the site is technically 'weak'.
Now, here is why it's a problem. Let's say that someone gets 10,000 EXP (Jounin level) and they put it all into one field, so they get five chakra masteries.
They have a High chakra pool with multiple S-rank jutsu at D-rank jutsu cost. Using the number system I've described above, they would be able to use thousands of S-rank jutsu. In a single thread. Anyone who got to that point could enter any thread and curbstomp everyone in it. They could blow up any village they want. They'd be unstoppable. Balance would be kicked in the balls.
But the solution? Remove chakra/stamina masteries and lower the cost of all jutsu by one rank, then either lower the total EXP needed by a bit to reach each chakra pool level or allow a single chakra/stamina reduction mastery to be purchased instead of five. (30,000+ for Massive pool? You would literally know every single jutsu on the site by that point...and you'd already literally be godly by the time you hit 15,000+)
I would then argue that Magic Blast should be limited to 1-2 Masteries instead of five for a similar reason (It would serve the same purpose as chakra/stamina reduction. Just instead of lowering chakra cost for a powerful jutsu, you're getting a low cost jutsu to become powerful), but one battle at a time.
