Special: The blade is a catalyst for Raiton chakra, allowing the user to manipulate their own Lightning-based techniques with much more ease. By simply charging Raiton chakra into the blade, the weapon acts as a medium, and grants the user the activation of Raiton techniques A-Ranked and below instantaneously without the need for handseals, but forces the user to increase the chakra consumption required by two tiers.
Description: Narukamiken was forged during one of the worst storm known happen in the country of Hi No Kuni. Legend tells of the blade being struck by lightning, granting it the ability to attract and manipulate Raiton energy. The sword itself has an slight purple hue, glowing endlessy due to electrical properties it possesses. The hilt of the sword is colored blue with three stars going down the center of it, while the blade is shaped like a scimitar with a long curve. It also has the print of a tiger carved into the left side of it. The secret behind this blade's power is that it acts as a catalyst for Raiton Jutsu, making up for the constant demand of handseals. With a simple charge of Raiton Chakra into it, Narikamiken allows the wielder to instantly perform any Raiton jutsu equivalent to the highest level of Narukamiken's Dominion known without handseals. However, because of it's speed and special ability, it causes all Raiton techs used to increase two tier in consumption. Narukamiken can only perform Raiton Jutsu that the user knows, so it's capabilities vary from user to user.

Chakra: Any Raiton-based technique performed with Narukamiken increases two tiers higher in consumption.
Special: All who come to possess Narukamiken must learn the blades abilities and it's advanced control over the Raiton nature. The user can only cast Raiton Jutsu that they have knowledge of that are A ranked and below, also must be equivalent to the highest rank known or lower.
Description: The user learns to execute the abilities of Raiton unlike any form before. The effects of jutsu used are not augmented in any way, except for the instantaneous execution due to the removal of handseals, but this advantage is mirrored with the consumption cost increase. With a simple swing, thrust, or by simply pointing it at the target while feeding Raiton chakra into it, Narukamiken activate it's ability, performing the technique from it's body alone.

Considering this weapon stacks two tiers ontop of the base chakra cost, I think this weapon is alright. 1/²

This has a Complex Ability, Lightning Manipulation on top of being able to cast Raiton techniques seal-lessly, so the cost should be 75,000, not 45,000.

^ he's right. Also bump this up to S rank. Although the drawback of 2 tiers is mighty high a person who has over 2500 in raiton exp wouldn't even be affected by it after obtaining a chakra reduction. Make it S ranked so that it also has to be quested for.

No I'm not bumping it up 2 S rank, because there are two examples of weapons that allow you to cast ninjutsu sealless that are A rank so there's really no point of that. It's not like it has a reduction on the cost of raiton it already pushes it up 2 tiers. So If it can be left at 2500 exp and two tiers higher to use it. But if you want to make it S rank, then I'll give it a reason to be a ranked bro, that makes no since honestly.

Ah yes but raiton is clearly one of the fastest, if not the fastest, release(s). Yes there are weapons out there that have the same qualities as your weapons and specify two tiers being the drawback but quite frankly I am tired of people getting away with it. If you don't want to bump it up to S rank then change the description to saying it can only cast jutsu of A ranked and below. Also your description and special don't match up.
