Special: Temporarily stuns the opponent for as long as it is prepared. 1 Post stun for a 1 post preparation and so on. User does not have to stand still to charge.
Description: After the required hand seals the user will withdraw enough chakra into either of his/her arm(s) and will feel a pulsating energy course throughout their arm of choice. Debris of lightning will then scatter amongst the fist and up to the forearm but will not draw past the elbow. This debris of lightning will only become a full strong surge of lightning as soon as the fist is swung. The chakra will act on standby awaiting the lunging movement of the forearm to increase its intensity for the perfect blow. Every turn the user does not lunge his/her arm it will cost an extra B ranks amount of chakra to keep the standby chakra active.

Rai-Retsu (Lightning Burst)

Type: Ninjutsu / Offensive
Range: 10 Meter Radius.
Chakra/Stamina: Mid - High
Special: Stuns multiple targets at once. User must stay immobile with their fist on the ground for jutsu to stay active. Everytime retrained range grows 5 meters for a total of 30 meters.
Description: After the required hand seals the user will withdraw enough chakra into either of his/her arm(s) and will feel a burning sensation along the rim of their skin but not an unbearable amount. Sparks of lightning lash out from the users arm after activated and if contained within the post-limitation (see special) the user will end up stunning themselves and depleting their chakra if it is not used immediately. Just after gathering up the needed amount of chakra the user will then slam their fist upon the ground sending a vibrating pulse through the ground which can stun multiple enemies at once.

So the first technique stuns yourself? I don't think that's what you intended, but that's exactly how it's worded because it says it stuns the user and not the target. These need handseals. As for paralysis:

In order for acceptance, one of these three things has to be within the technique:

1) The user has to be effected by the paralyze technique as well.
2) Requires a turn of charging for turn of paralyze.
3) The paralyze is less than a half turn.

If you don't have one of these three things controlling the strength of the paralyzing technique, it can't be accepted

Rai-tora: Charge time takes the same amount of chakra as initial. Why? Because you're gaining the same amount of power. Also - would the user have to stand still to charge this?


Rai-retsu: There is no need to mention chakra depletion because the system in place already makes sure someone with 'Very Low' chakta capacity will be effed from using a jutsu of 'Massive' consumption. If anything, lower the rank, lower the initial range and have retraining increase the range of the pule indefinitely. Rank doesn't always equate to consumption, fyi; just most of the time lol.

While charging Tora, can you perform other jutsu?

No you may not. I think it is a known fact that you can't charge a technique in one hand and use another jutsu in the other. Thats a bit overpowered.
