Special: With the Kyodai Sensu, the user swing the fan creating s grid-like net of wind in front of the user at their opponent capable of massive damage and cuts. Each time relearned, stacks up by one meter high and two meters wide (max. 10).
Description: Utilized in conjunction with the Kyodai Sensu, the user would channel their chakra into the object and perform a swing. Once the swing is performed, air currents would take the form of a net. This "net" is capable of cutting the opponent and slashing them in the process. However the "net" cannot trap the opponent. The openings of the net are a meter in length and width.

Special: Creates a wall of Wind from the users mouth. Initially starts off at an area of 5x5 meters. Each time relearned, adds 1x1 meter with a max of 10x10 meters. It's defensive capabilities can deflect attacks, projectiles and jutsu of equal or lower rank.
Description: A defensive technique using the Wind Element. After the needed hand-seals, the user would inhale a medium pocket of air from their mouth and fuse their own wind based chakra into the natural air. Then the user would exhale and shoot out a stream a wind from their mouth to erect a barrier of wind. Because it is Wind chakra, a fire element jutsu can easily defeat this defensive by a rank lower.

Special: Creates a clone made out of pure Fuuton chakra. Once learned, can only create one clone but once relearned, adds another clone. Maximum is ten clones.
Description: A bushinjutsu utilizing the Wind element. With the needed hand-seal, the user will create a tangible clone of themselves made of pure Fuuton chakra. As stated above, the clone can only perform Fuuton and basic taijutsu however the clone will have a significant lower chakra pool as compared to the caster.

Fuuton Kuchiyose: Kiri Kiri Mai - Wind Release Summoning Quick Beheading Dance

Type: Ninjutsu , Offensive, Defensive
Range: 10m - 20m

Special: Can be performed only if the user knows Kamaitachi no Jutsu and relearned it five times as well as have the contract of the Scythe Weasel, Kamatari. Creates a wide-spread storm of wind capable of cutting objects such as rock, trees and other solid objects with relative ease of equal or lower rank by one. Each time relearned adds five meters in distance.
Description: With the traditional method of using blood as a contract between human and animal, the user places their own blood on the Giant Fan (Kyodai Sensu) and performs a swing forward, creating the wind related summoning. Based on the mythical creature, Kamaitachi, the user would swing their fan to conjure the bladed weasel. once the jutsu is performed, Kamatari will go forward, followed by a trail of fierce cutting winds behind him. Once the weasel passes the area, within a second, the area he covered will be reduced to ribbons.
Domain: Fuuton, Kuchiyose no Jutsu, Kamatachi no Jutsu

This should only be a single rank, as it's a sumoning. Wouldn't make sense to have a multiple ranked technique for the same summon. (I'm thinking it should be either A or S, given the damage it does) And should have the chakra cost bumped up to at least Very high, if not massive.

Okamaitchachi no Jutsu - Cyclone Scythe Technique

Type: Ninjutsu/ Offensive
Range: See Special
Chakra: High - Very High
Special: Requires the use of the Kyodai Sensu (Giant Folding Fan) Makes a widespread current of wind. Total range of the technique of how many times its parent jutsu, Kamaitachi no Jutsu has been learned. Each time Kamaitachi is learned stacks another notch on Okamaitachi. Capable of destroying barriers and cutting of equal or lower rank.

Times/Range:

• 1 - 3: 10 - 15 meters
  
• 4 - 7: 20 - 25 meters
  
• 8 - 11: 30 - 35 meters
  
• 12 and more: 40 meters
  

Description: Made famous by the famous Sand Ninja. This jutsu is a larger version of the Kamaitachi. With the fan, the user swing it, releasing heavy air currents that collide together to create many vacuum pockets to slash their targets.

Again, why the multirank? This would make more sense as a Single rank technique. Also, none of this "It's range is based on Kamaitachi". Daikamaitachi makes you retrain to gain range, so this technique should too, by that logic.

Why have multiple retrains for each rank? Just make it so that each rank learned, the size goes up. Makes things much less confusing. Also, you forgot your domain in this one.

Fuuton: Fuujin no Jutsu - Wind Release: Dust Cloud Technique

Type: Ninjutsu/ Offensive
Range: C: 3x3 meters, B: 5x5 meters, A: 7x7 meters, S: 9x9 meters
Chakra: Mid - Very High
Special: Grants the user to expel a torrential blast of wind containing particles of dust from their lungs. Each time relearned adds height and width range by 2 meters (max 10.)
Description: A technique used by a renowned ninja utilizing the Wind Element. After performing the needed hand-seal, the user would place their hands vertically around their mouth followed by expelling a stream of high velocity wind. The reason is that the user can control the direction of the wind. However, this isn't any normal wind. With minute specks of dust hidden within the wind, its capability of decimating whatever that is in its path are very high.

This is funny, because unless I'm much mistaken, you've done what I suggessted before with this technique, however it still reads as though you can stack it for each rank. Honestly, retraining for every rank of a multi-rank is tedious, and eats up a lot of Exp. Unless you're looking for an Exp sinkhole, I would advise making the above corrections concerning the multi-ranks.

As long as we are clear that the opponent cannot be trapped within this net I am fine with it because fuuton doesn't really have a physical property to it. Also within the domain put 'fan' somewhere.

I'm overall just not a fan of this technique. Partly because it reminds me of the Dust Release and because of it's "capability of decimating whatever that is in its path". For a C ranked technique, the damage done should be moderate at best but I'm overall just not a fan. Some sort of revision may change my mind but as of now this gets my ^1/2 denial. Maybe an increase in rank and a static measure of how much damage is actually done?

We have a technique designed specifically for elemental clones that can perform elemental techniques. The clone can disperse in cutting winds when attacked but it won't be able to perform Fuuton techs. You'll need to learn Rare Element Shadow Clone in order to have that ability.

Jae. Mostly every release on this site has a clone so there shouldn't be anything with him having a clone made of wind. Albeit I do agree that he should take out the part that says wind cutters spread out after being dispersed because it is only a C ranked clone. In my opinion the clone technique should either be upped to B ranked or the description of cutting blades should be decimated.

That's the exact opposite of what I said. Go to the Kage Bunshin section of our forum and you'll see that we have an advanced Shadow Clone technique that allows the Shadow Clones to perform elemental jutsu of their nature. Every other C-ranked clone technique on here does not allow their clones to perform techniques. They do however disperse into something detrimental to the opponent when they're attacked. Fire clones, lightning clones, mud clones, sound clones, water clones, all of them do this.

Any elemental clone is able to use jutsu of its own nature - according to lash. Also - kage bunshin requires a person to be a chuunin to learn, as well as kage approval. I am very well aware of the new kage bunshin elemental clones but the thing is people would have to bust their ass in obtaining it because of the requirements. There is no problem with having a wind clone (considering every other release has one as well) aside what was already described.

After you've taken out the dust-technique as Jae described you have my 1/2.

First off, this entire thing is due to a lack of updating (which I'm working on). The "rare element Shadow Clone" technique has been removed, because it's a wide-known fact that Shadow Clones are unique in the sense that they can perform any technique that the caster can. We aren't going to have pointless techniques here for the sake of spending EXP.

Moving on.

Though it hasn't been explicitly stated (which I'm rectifying), elemental clones have the innate ability to use any elemental technique that the caster has in their reserve. Of course, to keep things kosher, they will have a much lower chakra pool that the caster (as to not allow these clones to endlessly spam s-ranked elemental techniques).

I'm also in the process of removing the extra bit that these clones do when they're destroyed. They don't do anything fancy when the are defeated in the show, so there isn't a reason for them to do anything special when they're defeated here (unless we want to bump up the cost and chakra cost, as well). However, I'm not a fan of that idea in the first place.

So, remove the cutting winds and you're fine.
