This “diamond dust” effect is chakra based, so those who are blessed with Doujutsu that can see chakra will find their vision obscured from the chakra in the air. Furthermore, the frozen particles would create a dazzling effect when a light is shone into the affected zone.
Note: The user must hold the seal to maintain this jutsu, as its effect is born from cooling the air, rather than creating the mist. As such, while the diamond dust can be dispelled with a powerful Fuuton Jutsu (A rank or higher), the diamond dust will form again within a post. The chilling effect is able to hinder a person’s movement speed, reflexes and dexterity with their body by about a third on average.

Touketsu Gaudo is a Ninjutsu technique that utilises the Ice Element. By channeling a small amount of their chakra throughout their body, the user will be able to adjust their body's tolerance to the cold to the extremes that Hyouton users are known for causing. This allows them to withstand their own area of effect jutsu as well as freak natural phenomena, that would otherwise catch them out and possibly kill them from their own jutsu and the like.
Note: This jutsu is designed to protect the user from the cold based effects of their Area of Effect jutsu, and even provides protection against cold related effects of another person's AoE jutsu (such as Fubuki no Arekuruu). It will not protect them from Hyouton jutsu that have other effects, like Sensatsu Suishou (cutting, puncturing) and such.

Fubuki no Arekuruu is a Ninjutsu technique that utilises the Ice Element. After performing the needed handseals, the user summons a raging blizzard. Unlike Gentou-Hatsugoori, this jutsu is able to inflict damage through the severe winds, the sheer cold and the rapid snowfall. Visibility will also be harshly reduced, making it difficult to see for those who are unfortunate enough to be caught in the snow storm. Being caught in the blizzard long enough will cause conditions typically associated with blizzards (i.e. frostbite, hypothermia)
Note: By holding the last seal and paying 2x Mid chakra every post, one can keep the blizzard going, and the snow won’t melt until after the user stops maintaining the jutsu. Once the jutsu ends, the snow will begin to melt according to the environment around the user.

Makyou Hyoushou is a Ninjutsu technique which utilizes the Ice element. After forming the necessary handseals, long flat mirrors form 360 degrees around the target. The user then places themselves inside one of the mirrors. Once inside the mirror, the ninja can then use the mirror reflections to confuse their targets. Utilizing the reflections, the user can then almost instantaneously move from one mirror to the other (comparable to the 5th Celestial Gate). Due to the speed, the user’s target will appear to be moving in slow motion. Because of this they can attack their opponent with little difficulty.
Note: This ability takes a full turn to prep; the target must effectively stay within the ten meter range while this preparation occurs. The mirrors will emerge abruptly and without warning, anchoring itself around the user and victim. The mirrors can’t be moved after the handseals are formed.
