Special: Releases four crescent shaped chakra blades which are paper thin, but 5 meters wide. These blades are extremely sharp and travel for 20 meters at C Rank, and 30 at B. Strength and cutting power of blades increases with rank, as well. Blades fly at approximately twice the speed of a kunai.
Description: Only usable in Kii's White Lion form. By infusing his lion claws with chakra, Kii slashes the air and releases his built up chakra in the form of sharp, flying crescent chakra blades.

Description: Only usable in Kii's White Lion form. A supplementary technique which increases the strength of Kii's White Lion form claws and fangs while he feeds them chakra.

Special: Passively reinforces Kii's White Lion fangs and claws with strength equal to one rank lower than the current rank known. By infusing the claws and fangs with chakra, this bonus is upgraded to the current rank known until chakra is no longer fed.
Description: A supplementary technique which increases the strength of Kii's White Lion form claws and fangs. Passively, this technique grants Kii's claws and fangs strength, but when infused with chakra, the strength increases even further.

I'm honestly unsure if we can allow you to have that passive strength, since you'll be spending nothing on it. The only way to gain passive strength is to train for it with weights like a taijutsu user, otherwise it needs some sort of chakra drain. =/ Technique is acceptable without the passive and I'm not sure what would make the passive okay.

Other than that, everything looked fine to me.

Give a speed relative to kunai throwing on the first one please

Raise the cost of the first technique by one tier since it's a hand sealess, pure chakra technique without the aide of any releases.

Have the duration for the second technique scale with each rank instead.

The third technique isn't possible with the way it's written. You're still using henge, and you're not actually a lion. Creating a technique cannot grant you any special traits when using henge to transform into a specific animal.
