Special: Because of the close range and rapid chakra escalation, no handseals are needed; though the technique itself is only effective through touch. For each use, the user will paralyze their hand for half the duration as the one on the receiving end. It may be used once per thread or else serious damage may occur to the user. Upon relearning, the amount of safe uses increases by one to a maximum of five.
Description: By running electrical currents through their body and into their hand for one turn, the user is able to emit a high voltage transfer of electricity from them self to another person or object. To be effective, they must be touching the person or things and the effect is instant. A successful transfer to the head of a foe, will cause a two post paralysis due to the high voltage running through the 'control center' of the human body. Any other area touched, will cause temporary (one post) paralysis of the specific area touched(ie. arm, leg, shoulder, etc).

Special: Requires a full post of gather chakra, followed by a brief sequence of hand seals in preparation for the technique. Opponents on the ground or within 'x' meters of it will be affected. The user is shocked enough to cause minor burns along their flesh.
Description: Following a post of gathering chakra and forming the necessary hand seals, the user omits a burst of uncontrolled electric energy in a radius of 'x' meters. Hitting friend or foe within this area, the effects rendered upon them vary by distance. Those caught within five meters of the blast will suffer from temporary blindness and respiratory paralysis—they are subject to death by lack of oxygen if untreated. Those caught within 1/3 of the distance from the user, will also suffer from temporary blindness (1/2 post) and body paralysis (1/4 post), those caught within 2/3's are paralyzed for 1/4 turn, and those within the remaining distance, are subject to burns and slowed reflexes for one turn.

Special: Handseals; doesn't distinguish between friend or foe.
Description: After forming the necessary hand seals and gathering chakra for a turn, glowing orbs form in a twenty-five meter radius around a target area. Crackling with life, electricity whips within the area capturing all who cannot escape—chances of escape are thin for, the density of the field is thick with electric currents. If hit, the targets' muscles will contract much like the victim of a tazer, causing those caught within to collapse to the ground for the duration of the movement. After finishing the handseals, the user must hold the last seal, as long as the seal is held the jutsu remains intact. Though it drains mid chakra each post, and those who enter are subject to the same effect.

A 2 turn stun from a handsealess tech that can easily kill anyone, lol. I'm going to straight deny that, rather than suggesting changes since it would need to be reworked entirely in order to be acceptable.

For anything dealing with paralysis:

In order for acceptance, one of these three things has to be within the technique:

1) The user has to be effected by the paralyze technique as well.
2) Requires a turn of charging for turn of paralyze.
3) The paralyze is less than a half turn.

If you don't have one of these three things controlling the strength of the paralyzing technique, it can't be accepted.

Second tech specifically: drop the blindness to half a turn.

Third tech: Specify how dense the vicinity the orb's show up in. This is essentially a stun as well, so follow the quoted rules above.

Pro-tip: The first technique is retarded OP. Instead of makin' them have a brain tumor if you touch them on the head, you could make it a two post paralysis from that (considering that much voltage to the dome would be a death, in reality, anyways).

Furthermore, considering it's a paralysis technique, I don't think it should be sealless in the first place. Otherwise, you can just run up on someone and touch them and boom, they're paralyzed.

The first tech still doesn't follow the paralysis rules above and I'm still denying that. Like I said, in order for that to be acceptable it would need to be reworked entirely. It's stupidly overpowered.

The second tech still doesn't follow the paralysis rules, lol.

Bump up the third tech to A-rank and adjust the costs accordingly.
