Kenji was a man of action. Lack of action, something he saw a plenty within Kusa no Kuni during the wars, was what led to a lot of destruction. he understood the need for knowledge, but he was not there to babysit kids. Sure, drug problems should be handled, but why did the parents of these kids need the shinobi to step in? The shinobi or police could handle the drugs through their own means, but seeking out what sort of crowd their children hung around was in the responsibility of the parents themselves. It felt more like the parents were paying the shinobi to do what the parents themselves should do. At least, to Kenji.
When they moved on to another area, to get a better view on the pair as they moved, Kenji followed, with no direction needed. Still, he was anxious to do something. Either collect them for misdemeanors, which they could not do without evidence, or just leave because it was going nowhere. At the time, it was all rather useless to him. The girl was all clingy, she was on cloud nine, but Kenji could see through the guy. He did not care. Kenji wasn't sure what the guy's aim was, but he was using the girl for something. It was obvious in the way he acted around her. She was the one that leaped onto him for the kiss, while he didn't move an inch. He was the one to drag her off, while she had shown no real care to get away from the house. He was leading her on, he was tricking her into thinking he cared, when all he was concerned with was using her for ... something. Again, he wasn't sure what.
The emergence of the consumption of drugs, finally, did catch his attention. It did not make anything clearer, really, however. Drugs was related, but it did not clue to what the real relationship between the two was. Was he using her simply to test the drugs effects, meaning that he was creating some new kind of drug? Was he using her as a guinea pig for some other purpose? Or was she being used as a human smuggling device, and gave her a small amount of the drug so that she'd float to cloud ten, and be oblivious to what happened afterward? He'd settle in for now, and continue to watch silently. Despite his shift in attentions now, he was still antsy, to some degree, for action. Now that drugs were involved, he wanted simply to jump down, capture the two, and drag them off for questioning with the interrogation squad. It was after all, foolish to let them roam free, now that they knew they not only had drugs of some kind, but were using them. This opened up numerous possibilities, none of which favorable.
