Much had happened within the past seven years. A whole lot of nothing, to be a little more exact. Sure there was a generalized peace, no wars, no true outbreaks of fighting, and a sense of brotherhood among most---but quite frankly it was getting quite old. The Hidden Leaf had her allies, had her neutral brethren, and had those who remained silent on their standing. There were no true enemies. Again, that was getting quite old. Would she stir any trouble? Of course not. It wasn't her style. She much preferred to sit and wait while trying to manipulate from the sidelines. It was what she would have attempted to do with Blanche Kikkawa, the Kusakage, and her ill-fated choice of a man to call her own: Kouketsu Uchiha.
Perhaps it was just woman's intuition, but she knew deep down the secret that she tried keeping up until there was no point in keeping it a secret anymore. Since then, she had stayed out of contact with the woman who rivaled her in almost all aspects. Kohana wanted nothing to do with that man or his offspring or the corruption of an already battered and crazed individual. More so, she couldn't bare to have that considering his first son, Ashura, was one of her own. Whether peace was made or not, she hardly cared---but perhaps that was just her own bitter feelings towards her own family. Regardless of what the reason she would never admit anything to anyone,or herself for that matter.
Instead, she did what a leader should do when things begin to trouble them. She would find solace in her people. Nothing big like the Chuunin Exams from seven years ago or the welcoming party for her dear friend Ryuusuke had happened since then. Now would be different. She had sent ANBU out all over the village to deliver the message, not only to her shinobi, but to the civilians as well. She had been a leader, but a bland one, simply someone holding the title for the sake of the title itself. What honor did she obtain or give with that title other than helping to protect Sunagakure and obtaining the Nibi, Matatabi, for herself and her own village?
The answer was nothing.
It had been a long time since she had stood in front of a pedestal like this and gave a speech or talked with her village as a whole. The last time she had shocked them with the wish to demolish the Leaf to eradicate the now dead plague that had raged over Hi no Kuni. But regardless of the past it was time for changes geared towards the future. There were plenty that she was playing with the idea of. There would be plenty that would agree with her and others that would disagree. And as much as she daresay it, love, Akira and before would do everything in her waking power to please him he too would most likely disapprove of some of the things she was going to do.
But this wasn't about her, it was about her people, her village, and how all of them could take back the glory that the Leaf once had instead of becoming so stagnant as it had over the years. It was then that she would stare out to the gathering crowd, her trademark smirk nowhere in sight but replaced with a much softer smile. She was older, wiser,and knew her rash personality was only needed in some situations and not all.Of course Matatabi also had a major role to play in that as well. The two-tailed cat had always been the one she could consult freely with, without fear of repercussion. It was something she never had the luxury of in her life with someone she could call friend.
“Friends,” An odd word to start with but, in an essence, that’s what they would have to be to her. “I know this was short notice and I know you must be wondering what would spur such a grand gathering of shinobi and civilians alike. Do not worry, there is no trouble. Simply change. Change that will mark a new age for Konohagakure and her people. Change that I, as Yondaime Hokage, have long since left overdue and I apologize for that.”
Kohana, play safe. Choose your words carefully and articulate them with the utmost poise and structured gratification geared to your audience. Remember, they may eat you alive…
It all started and whether or not it all panned out she would finish it.

Just as a small ruling/clarification:
A BM's rule is final, so if they tell you its your post, it's your post. On that regard, because Pwn has deleted his post under the pretense that he was made to post out of turn (but only after his character was attempted to be killed) he hit with an auto-crit and basically dead. Reasoning? He deleted his post which is basically the same as missing IIC. Continue on. Any other rulings made will be done at a later date by another mod.

I'm going to be daring enough to say other than the fact that I love the aesthetics on this (to the point where I want to be a Kumo Sumi) that considering the costs on top of the parent jutsu, as well as all the EXP needed in Doton for the 2nd mastery effect and all....tis fine

Sutangan no Jutsu (Limb Stunning Technique) Rank: C Range: Close (0m ~ 5m) Type: Offensive Handseals: 4 Chakra Consumption: Mid The electric influence that exists over the human body and its muscles allows one to control the later through unconventional methods, including through the means of chakra. After charging a small electric shock in the user’s hands, one can approach their victim and place the charged hand onto a limb or muscle on their body, unleashing the pent up shock and rendering the aforementioned target useless for the rest of the turn. Although simple, it’s highly effective when the user is faster than the victim, and can outmaneuver them as they strike. Also highly effective for keeping captives in place!
Note: If used on a person’s head, they will be knocked out for a single post. Limbs are numbed for a whole turn. Stunning effect cannot be stacked. The user must touch the victim with their hand to achieve the desired effects.
Raigeki no Yoroi (Lightning Strike Armor) Rank: A Range: Close (0m ~ 5m) Type: Defensive; Supplementary Handseals: 6 Chakra Consumption: High to cast, mid to sustain A defensive technique, the Yoroi technique is as its name implies – a set of lightning based armor, which shocks anything that comes in contact with it. After a series of handseals, lightning from the sky showers upon the user, coating them in a bright blue coating. As they glow, all forms of conductors will make victim’s more susceptible to damage, and any taijutsu upon the armor will leave the user’s appendages feeling paralyzed. Excellent when outnumbered, or simply facing an opponent that favors taijutsu.
Note: Under the effects of Raiton no Yoroi the user has an increased speed as well as strength made even stronger by the piercing capabilities of the lightning itself surrounding the user.

Endan (Fireball) Rank: C Range: Close (0m ~ 5m), Mid (5m ~ 10m) Type: Offensive Handseals: 5 Chakra Consumption: Low Endan is a Ninjutsu technique utilizing the Fire Element. After performing the necessary handseals, the user will then emit a steady gout of flames from their mouth (which can be sustained for two posts). This gout fans out at its peak, easily capable of consuming several nearby targets all at once.
Karyuu Endan (Fire Dragon Flame Projectile) Rank: B Range: Close (0m ~ 5m), Mid (5m ~ 10m) Type: Offensive Handseals: 7 Chakra Consumption: Mid Karyuu Endan is a Ninjutsu utilizing the Fire Element. After performing the necessary handseals, the user will then expel an incredibly powerful, large jet of white-hot fire from their mouth. This technique possesses an remarkable amount of accuracy.
Hibashiri (Running Fire) Rank: A Range: Close (0m ~ 5m), Mid (5m ~ 10m) Type: Offensive Handseals: 4 Chakra Consumption: Mid Habishiri is a Ninjutsu technique utilizing the Fire Element. After performing the necessary handseals, the user will then generate jets of fire which will race toward their target(s) and surround them. This fire can be made more powerful with the introduction of wind from a wind element attack. Alternatively, the user can draw the flames around themselves and spin, giving them the ability to launch streams of fire at their opponent.

As Blanche spoke Kohana had every intention to reply to her. After all their last meeting was rather abrupt and rushed. She was tired and needed to get back to Kusagakure no Sato rather quickly. Also, by the look of her belly, the two of them had plenty to talk about. However everything ceased to matter rather quickly when all she could see was Akira closing the distance between them and looming over her as such.
She loved being consumed in his shadow. It made her feel so utterly safe, hidden from the cruel things the world out there brought.
Then it came. The kiss. Kohana didn't expect it, which was clear by the widening of those empty, yet beautiful ivory eyes of hers. The Hokage hat fell behind her head, though did not fall thanks to the strap, and laid against her back while her eyes finally closed in response to Akira. Hands came up to rest against his chest, fingers sprawling out to just feel the warmth of him against her. The Hyuuga would return every ounce of passion he gave with her own.
If anything she could match him with, it was her affection for him.
When they parted, Kohana's face was red and somewhat flushed. For a moment she was almost embarrassed, or rather, sheepish to have done that in front of another Kage however his words after only drew her back in. "Uh well, yeah, that's great. Of course I don't mind at all, you know you're welcome anytime and uh, I'm sure she won't mind either I mean what could she do and...uh...I'm looking forward to spending time with you.."
Kohana had babbled on, under her breath, in a whisper just like he had done. Only Akira would at least have the satisfaction that he still had the same effect on her as always. Regardless though when they parted, even if it was brief, they still stood close. He took her hand to his and she grasped it right back. Almost naturally she would lean into him, her head on his arm (roughly above his elbow due to the height difference).
"Things have been fine," She started, voice not shaky this time, as well as louder for their other company to hear. "The Nibi and I have been getting along fine I suppose but it's still something to get used to. How about you? Hachibi, right? Not the beast I quite remember you having."
Though Akira may not have answered yet she looked to Blanche with a smile, and a truly inquisitive look in her eye. Someone like her was pregnant, but by whom? Of course she had her suspicions thanks to their last encounter and from what she knew the last Summit. But she kept those thoughts at bay for now. "I was happy to open my village for this. Especially happy to see you again Blanche. You're expecting I see. I'm extremely happy for you. To start a family is always a girls dream, no?"
She would almost giggle at that before recomposing herself. "The father is lucky---after all you're quite the woman Blanche. I do wish you well as Kusakage, wife, and mother. But I know you'll manage."
Kohana. Why must you always do this to yourself?
You remained quiet up 'till now, you have any other smart remarks?
I told you that you would stumble your words and turn red in the face.
Kohana still continued to smile to Blanche, and lean against Akira, though internally? She wished she was wringing a cat's neck.

As horrible as it sounded, Kohana was beginning to dislike everything about today. Not because of the Chuunin Exams specifically, but the underlying factors about it. The elders as well as her ex-advisers, the very ones who had originally usurped her from her position prior, had been bugging her since the night before. Would Aota pass? What would happen if he, the leader of the Uchiha, failed. Why weren't there more Genin participating, why didn't she do something.
It was humiliating, not for her, but for them.
Did they not realize that they were lucky to have the handful of skilled Jounin on file? Even if it had been a bit since war and plague, even if the buildings were rebuilt and the village made to the way it was. That didn't bring people back. Not to mention most Genin were children. They didn't understand the politics behind numbers and rank and how it helped solidify a villages security...in many ways.
However now wasn't the time for her to mull over the idiocy of the older generation. She had an appearance to make. After all, the Chuunin Exams were being held in her village! Admittedly, she was running late though. She had those old asses to blame for that. However she didn't rush, nor did she dress to impress. She simply wore her normal shinobi attire only with the trademark bright red hat of the Hokage on her head.
Are you going to trip over your words again if the Mizukage has already arrived and lay waiting for you?
Akira? No. I won't be doing that---as much as I would actually like to. I have an image to uphold. Besides, why would I make YOU look bad?
Kohana received no response from the Nibi as she ascended the stairs, nodding at one of Lightning's clones she passed to keep a close eye on the box just in case. That said and done she finally entered the box, greeted by the presence of three figures. Blanche and her guard, which was the Kusa-nin she had met in Kaze no Kuni during the Nibi attack, and, of course, Akira.
Naturally her heart broke rhythm for a moment before she calmed herself back down. She would merely nod at Ujiyasu before looking towards her fellow Kage with a smile. "Akira, Blanche, welcome to Konohagakure no Sato. Hope you don't mind the lack of formalities. It's just us up here after all."
