"The Fabled Kikkawa..."

Even with the rays of light pouring through the dark clouds above, he remained neglected to view; his silhouette vaguely painted at the pinnacle of a cloud skimming tower. Feet dangling from the rafters, his composure revealed his discontent with what he considered to be reprimand. Much to his dismay, he was required to attend the first public address of the Kusakage, as she stood on her balcony overlooking the people. She was doing a great job thus far, in fact, Mugen expected nothing less of a whimsical girl who deemed herself of the gods. He could see clear as day, the cynical intent in her eyes. Deceptive in her display, he had already begun to pick apart the reprise in her words. Patterns unveiled as she carefully twisted her words so to coil around each and every onlooker. She had them by the finger tips, as far as the eye could see, her audience stood silent. It was as if they had already become puppets to her allure.

He played with the idea some more, considering the impact of his actions should he choose to act so brazenly. Ivory digits pressed hard against the tiled surface directly above Blanche, and gradually, the 'White Snake' uncoiled into a bold stance. His frame hidden beneath the flowing drapes of endless ivory, the crowd could only guess at what, quite literally, was up his sleeve. What once appeared as nothing more than a bird along the rooftops, now stood blatantly as the outline of a man, gazing down upon all below. Each had become so invested in the speech itself, they likely didn't notice as he gracefully floated from the crown of her majesty's abode.

A light tap echoed forth as he sunk into the gravitational pull of his leap, crouching on the same balcony as the Kusakage herself. This act, could warrant death if she so wished. But rather, he stepped to the side calmly, amber pools intent on her reaction. Risky, albeit a sensible test to the character of our new leader. To what extent did she go to ensure that she remained at the top, was she a woman of patience, or the type to react on instinct. The crowd seemed to fall into a deep silence, and they all looked up to their new leader. All eyes were on her, including his; while aware of the consequences, he remained composed. Seemingly content with his entrance, which trifled hers tenfold.

"Am I interrupting?" he cooed, feigning confusion in his words.

Special: Highest rank determines the range the sound waves produced by the user can travel, as well as their speed.

Description: The basis behind the majority of Ototon techniques lie in the user's ability to control the very sound waves around them. 'Sound Dominion' is just as its name implies, a fundamental supplementary jutsu of Ototon nature that allows the user to intermingle their chakra with that of nature, harmonizing the two in order to create complete control over all sound around them. Once this link is achieved, the door is opened for greater creations to be made.

Ototon-Inkaten Shinkirou no Jutsu (Flashing Point Mirage) [50]

Chakra: Mid [per mirage!]
Special: This jutsu only works when a sound is being made. The mirage itself is limited to move where the sound was originally made, no more than the same distance as "Sound Dominion". The sound acts as a trigger for the genjutsu; therefore, if the opponent does not hear the sound, the mirage is not seen. While the mirage is a visual illusion the trigger is activated by hearing. The mirage can only be an image of yourself or of someone else the PC has seen and encountered in the past. For example, you cannot just create a mirage of a giant bijuu to make the opponent flee. Up to one mirage can be made per turn, plus one each time retrained. Mirages lasts until victim destroys or disrupts the illusion.
Description: The user focuses their chakra on a noise or vibration and manipulates the sound waves to create a quick lasting mirage. The mirage usually consists of the users own image, but with enough skill the user can create any image they want.

Ototon no Tate (Shield of Sound) [325]

Chakra: Very Low - Very High
Special: The shield of sound is only capable of sending incoming attacks off course, and does not actually "block" them. As such, it interferes with incoming items one rank less than the highest rank known.
Description: A fairly basic oto-based ninjutsu, the shield of sound is used to send projectiles veering off course. After forming the needed handseals, the user aims to create sound-waves through whichever means possible, like singing or even clapping their hands, creating enough sound for the chakra to manifest into an opposing current that sends the impeding projectiles in any which direction.

Shunshin no Jutsu (Body Flicker Technique) [100]

Type: Supplementary / Ninjutsu / High-Speed Movement
Range: 0 - 10 meters
Handseals: No.

Special: Allows the user to move in a linear fashion at the speed of ten (10) meters per second. Maximum distance of a Flicker is 10 meters, though one can always lower the range. Once a flicker is started, unless subjutsu are known to alter direction, the user is destined to end where they aimed the speed burst at. Can be used once per thread, plus once more each time it is retrained. Finally, one cannot while performing Shunshin.
Description: Shunshin no Jutsu is a basic ninjutsu technique used across the shinobi world by all, ranging from the most basic shinobi to the legends of lore. Considered is a high-speed movement technique, it simple combines high mobility with a distraction to give off the appearance of vanishing - to an observer caught in the optical illusion, it appears as if the user has teleported. This allows the user to escape or attack suddenly, should they need to. However, while a high-speed movement, if used in broad daylight, one will still be somewhat visible and as such, easier to be defended against. In order to achieve maximum effect, the user must to combine it with a distraction.

Due to their unique bodies, the Kage-Hebi have an innate ability to soften the damage from blunt-force trauma by quickly making the impacted area more malleable than natural. And while they aren't able to eliminate the force entirely, they're able to substantially hinder the damage caused by the attack in question (this does not work on slicing or piercing abilities).

Special: Distance and strength of extending snakes depends on the user's 'Nan-Kaizou'. Sends out a thick snake from each of the user's arms in order to shoot out and bind a target. Snakes can alter their travel direction at any time. Snakes are about half a meter thick each, and are strong, ranked the same as the user's 'Nan Kaizou' rank. If bind is successful, they can hold a victim down for half a turn, plus another half each time retrained; victims can only break free by investing double the amount of chakra used to power this technique. However, after every fourth retraining, consumption will go up by one. Can only bind one victim per snake.
Description: Using their snake charming abilities, the Kagehebi can extend large snakes from their sleeves by way of the Senei Jashu, enveloping the target in a flurry of snakes which will coil around the them and bind of impact instantly. The further addition of the user's murderous intent can weaken their target's resolve, and only a giant burst of chakra such as the Gates may break free of the snake's hold, which constricts onto the victim's skin as if the reptiles were comprised of pure iron; digging into the skin and biting, a most horrendous way to expire.

Special: By default, this jutsu allows the user to move one appendages (legs or arms) to stretch. With each rank earned, one more appendage can be stretched at the same time, as well as for longer distances. The head and torso can only be stretched once the user learn the ‘S’ ranked version of this jutsu. Highest rank known determines limb stretching range.

Description: Nan Kaizou is one the most essential Kagehebi Nintaijutsu technique, as it allows a ninja to make their body extremely malleable, much like a snake. It was originally developed for spying activities, but perfected in the hands of the Kagehebi and their natural snake-infused blood. When used the clan member can stretch and twist their body at any angle, allowing them to surprise their opponents, spy on situations normally out of reach, and react much like a snake would. The only drawback is that while malleable, their bodies are highly susceptible to damage in this form as their bone structure is no longer ‘normal’.

Chakra: Mid.
Special: Able to sense those around the clan member. Highest rank determines the time it takes for a detection to return to the user, as well as the range of their detection. Aside from s-rank which, which is instant, all other levels require one full post for the "sensory" ability to be completed. Keep in mind one ting - sensing becomes inhibited when the Kage-Hebi is within 10 meters of considerable amounts of either Hyouton (Ice), Futton (Boil), or Youton (Lava) chakra.
