Sutangan no Jutsu (Limb Stunning Technique)

Special: If used on a person’s head, they will be knocked out for a single post. Limbs are usually numbed for 1/2 of a turn. Stunning effect cannot be stacked.
Description: The electric influence that exists over the human body and its muscles allows one to control the later through unconventional methods, including through the means of chakra. After charging a small electric shock in the user’s hands, one can approach their victim and place the charged hand onto a limb or muscle on their body, unleashing the pent up shock and rendering the aforementioned target useless for the rest of the turn. Although simple, it’s highly effective when the user is faster than the victim, and can outmaneuver them as they strike. Also highly effective for keeping captives in place!

"Aah-Reh-Roo." He'd repeat, voicing each syllable clearly. "What an interesting name, rolls right off the tongue!" A smile would rest easy upon his lips, a cheery gesture, one he always strived to keep. Just then, the woman would ask after the technique he'd recently performed. She seemed to be interested in his hand now, gazing at it with a curious mien. "Oh, that was the Sutangan," He'd answer. "Or Limb Stunning Technique... say, let's start with that one, shall we? It's a good precedent for the other techniques. Considering the amount of lightning control it requires." Gesturing towards her with a toss of his head, the Akegarasu would raise his right hand once more. "C'mon, I'll get right into the teaching. No point in wasting time, hm?"
When she heeded his call, stepping closer and into the makeshift training ground, the half-masked ninja would steady his right hand and commence. "Now, I'm not quite sure how far you've advanced with the element of lightning, but even the most minimal of experience should give you an idea of how difficult it could be to control at times. Therefore, with the Sutangan, you're going to need to put all of you mental focus into balancing, controlling and holding the power in the palm of your hand. This is, at least, true for the first time you actually perform the technique." Narrowing his eyes as he focused on his hand once more, he'd issue the same static he had performed before. "The key to learning the technique is trying not to rush it. Really focus on gathering a good chunk of raw chakra first, then ensure that it is converted to the element of lightning successfully. It can be a handful at times, trying to regulate the static within you, but I'm sure you'll get it. You can start when you're ready, if you have any questions, feel free to ask, hm?"
So with that, the Akegarasu would nod happily and stride over to a fallen log nearby. He'd take his seat there casually, relaxing with a satisfied ahh as he stretched his arms. And as Areru started her training, he couldn't help but activate his abilities as a sensor, simply blinking his eyes as the talent came to life. A light blue glow surrounded her frame, outlined with a pearly white veil. Signs that she was indeed a raiton user... but showing slight differences compared to the glow of other lightning-savvy ninja. Was this perhaps, another foreign element blending in with the raiton? Or was her raiton simply... special? Either way, there was something off about this girl. And he pondered what it was as she trained, repeating the surname she'd given through his mind... Sansutomu. It seemed vaguely familiar to him, but where had he heard it before?
