For the breath control: I'd personally suggest giving visible signs of energy build up after 3 stacks. It'd be odd to accumulate that much energy to power that many jutsu without it starting to become visible to some degree. Perhaps small crackling lightning or something? My main concern here is fully charging it pre combat without any warning signs.

Ikazuchi Katsu (Thunder Break): Very concerned about things that decrease stats, let alone traits. There are very few, if any on the site at the moment, and they're quite a pain in the ass to obtain. (A good example would be herbalism.) Paralysis cool... but I'd like to repoint out this technique primarily due to the new flood gate staff are opening should they choose to do so.
So that I'm not the one who ushers in the trend of customs that effects people's traits, I'll change the effect. Looking back at this, I wouldn't like to see them become too prevalent either.
Third Tier Mastery: Not too versed on my physics... but just because something's negatively charged doesn't necessarily mean its specifically attracted to something else right? The point being that there's nothing specifically noting what the user wants to target aside from intention. I'm not sure why it would draw automatically to a specific entity over something else. I'm also very weary of auto targeting/homing attacks. (Sure, it exists in KN, but at a reasonable speed. With lightning... that's a whole nother ball park due to the different scales of quickness.) Especially when combined with paralysis and/or chakra blocking... suddenly we're looking at an auto-gib scenario almost identical to death.
In your explanation, you actually point out a drawback that I purposefully didn't list so that players had to use strategy. There is no specificity, even with intention, so it can be stopped. You just have to think about how to do so (which by now should be pretty obvious).
Concerning auto-gibs, outside of being a chakra hose, a majority of the techniques require you to be right on top of your opponent. It's another drawback to the style that can be easily overlooked because I didn't expressly state it, which was intentional.
Void of Lightning: I forgot where it was stated in the canon... but if I recall properly, natural lightning is far stronger than lightning jutsu offer. That said, I'd recommend setting a flat rate to redirect natural lightning just to prevent any wishy washiness that's up in the air later on. Perhaps a massive+high or something? Not too sure what'd be appropriate.
If one were to argue the context of chakra-based lightning over natural lightning in a combat setting, it'd have to be entirely for arguments sake. It's anecdotal on my part but that type of conversation has never come up in my entire time of RPing Naruto. I don't think the change is necessary, but if someone else feels how you do I'm willing to compromise.
Electric Eel: I don't think it should interrupt stronger chakra flows than itself. It'd be like a bucket of water trying to push against a river. (Maybe not to that degree, but you get the idea.) Perhaps it doesn't work against jutsu of higher costs?
Electric Eel doesn't target techniques, it targets people. It basically turns the character into a biped taser.
Heaven Explode: Again, same point with the chakra stopper. Honestly not too sure why lightning is stopping chakra in general. Paralysis I get.
It's an effect attributed to the source material, which comes from a manhwa named "Veritas". Beyond that, if your only position is that it shouldn't stop chakra because you don't think it should, I'll need a better reason to see your reasoning.
Sharpened Sword Force: So is this still lightning? Or are we delving into the realm of pure chakra? Lightning itself lacks any physical body to affect opposite matter right? Perhaps it's a hybrid... in which case the cost is probably higher.
All of the techniques, in essence, are a hybrid given they require chakra. They are Raiton-natured though. Also, the required breathing (5 breaths at Miniscule, 50), in conjunction with the original technique's cost (High, 50) -- brings this to a Massive Cost. I don't think it should be higher.
Lightning Brand: Very pleased with the concept overall. It reminds me of an old jutsu I made on another site. After reading this, I understand why the third tier mastery functions. That said, I do not think the way this is executed is ok. It assumes that chakra any and all chakra by an enemy is considered positive charging. I translate this as an indirect way of controlling the opponent's character. For all we know, people ignorant of charges probably do this neutrally instinctively. Who's to say?
The concept itself, or the terminology used, is inconsequential in regards to it's purpose. I could blatantly express that "the user's chakra is attracted to chakra that is in use" and the effect would be the same. I could repackage that energy (or chakra) chi, qi, or mana, and we'd meet at the same end. It's solely meant to fit the theme of the style, not to impose a measurement system on the other players.
Overall view:
1. I think we should try to avoid polarities. That also directly dips into Jiton, which Coma wanted to focus more on magnetism/polarity based I think?
A Jiton user would be eligible for this style given the components necessary for that AR. They'd arguably be better at it due to their understanding but, functionally, they couldn't be more different. Their only likeness comes from the inherent relationship between electricity and magnetism.
2. My personal suggestion is to try and clean up the direction you want to take with this. Are you trying to stop chakra usage? Are you trying to paralyze? If this is a lightning style, one seems a lot more preferable/clear. That said, lightning does lack enough physical essence to interact with other things physically (aside from burns due to energy etc). So try to stick to that theme more unless we start delving into pure chakra combinations?
If anyone else (Coma having top say) is completely against the theme that has been set, I'm willing to make the changes so that the style focuses more on burns and paralysis. Other than that, I don't feel it necessary to dichotomize aspects like chakra stopping and paralysis because you choose to juxtapose them. Yes, I'm stopping chakra with certain techniques and I'm paralyzing with others.
My original concept for the 3rd Tier Mastery was to give every technique the ability to disrupt chakra (with explanation as to how) but I chose what you see instead. I could use that one again if the 3rd Tier Mastery does step on Jiton's toes, but the ability to disrupt a character's energy source comes from the style's source material.
