E.O.T.L. (Enlightenment of Thunder and Lightning)

Originating in Kaminari no Kuni, the Enlightenment Of Thunder and Lightning (or E.O.T.L) is a martial art that emphasizes proper breath control to proliferate the body's personal electric current by supplementing it with Raiton nature chakra. Over time traditional movements and forms have diminished so that now each successor can incorporate E.O.T.L. into their preferred fighting styles.

Fundamentally the art takes potential (unused) and kinetic (utilized) chakra and turns them into negative and positive charges, which are then collided to create localized lightning. The focal point of breathing supports the potential of inhaling (negative charge) and kinetic exhaling (positive charge) that extends the user's electrically charged chakra into the atmosphere.

When on the receiving end of such an attack the effects can be devastating. The normal consequences of suffering an electrical shock do apply to these skills, but introducing chakra to the bio-current produces an interesting result: the ability to disrupt chakra flow. A select few techniques in the style have the ability to "short circuit" the chakra circulatory system by introducing a high voltage current to a body that is unfit to handle it.

This makes E.O.T.L. masters some of those dangerous martial artists in the world.

Restrictions

[/b][/font] Requires knowledge of the Raiton element.
2. This is available to Ninjutsu Masters, Taijutsu Masters, and JOAT.
3. E.O.T.L. cannot be used in cooperation with chakra-based (i.e. Jyuuken). It can be used in conjunction with traditional taijutsu (like Goken), and even weapon based Taijutsu (like Kenjutsu), by stacking the E.O.T.L. technique's cost on top of whatever technique is used. The double casting perk is required, however.
4. Imbuing basic attacks with electricity, even while fully charged, is prohibited. An E.O.T.L. technique must be used for the effect to take place.[/ul][/div][/blockquote][/blockquote]

MASTERY

• Tier 1 The Path to Enlightenment - : "Before discovering the way, one must find the path."
  

  This idiom is a principle foundation of E.O.T.L. and a literal method of training the practitioner must undertake. "The Path" is an umbrella term that refers to a deeper understanding of breath control and the exercises necessary to handle the rigors of utilizing bio-electricity as a weapon. Once a practitioner has "found the path", the maximum amount of breaths (charges) a user can stack is increased by one. They have also learned to move without consequence while using Kokyuu Shirei (Breath Control). Using Shunshin no Jutsu no longer has a negative effect on Breath Control.

  
  
  
• Tier 2 The Way of Enlightenment - : "To master the way one must empty the heart."
  

  A play on words, mastering the proverbial "Way" hints at the heart being an important component of E.O.T.L. Put simply, constant use of the style's techniques will considerably strengthen the practitioner's heart. Users at this level have empowered their hearts to the point that oxygen is shuttled through their bodies in higher quantities and more efficiently.
  
  The effect: a +1 bonus to the Chakra Control stat and the technique Kokyuu Shirei (Breath Control) can now be used twice, consecutively, in the same turn.

  
  
  
• Tier 3 The Heart of Enlightenment - : "An empty heart reveals the path as the master."
  

  The final step toward finding The Enlightenment of Thunder and Lightning shows the master that what they've set out to do, through endless repetition and continuous practice, has already been accomplished. A perfected art is a dead art, and E.O.T.L. thrives on it's ability to constantly grow and adapt. Only through finding the path, mastering the way, and emptying the heart of it's desire to reach an ostensible summit, will they understand that path is all there ever was. Those who have obtained this level of wisdom and expertise have learned to navigate their lightning down the path of least resistance.
  
  Put literally, when an opponent is attempting to utilize (or has utilized) chakra to be employed either offensively or defensively, the user can negatively charge their E.O.T.L. attacks so that they are drawn toward the attack or attacker in question.

Kokyuu Shirei (Breath Control)
Rank: D

Type: Supplementary
Handseals: -
Chakra Consumption: Minuscule per charge.

[/b]: This technique can only be used once per turn, during which the user must remain still. It need not be repeated with each technique, but only when the user's concentrated breaths (or charges) run out. 1 turn encompasses all techniques that require one breath, 2 turns encompasses all techniques that require two breaths, so on and so forth. A maximum of five breaths can be "stacked" at any given point.

Keep in mind that these are literal breaths that are focused and deep. The user may move after taking their breaths, but executing chakra based movements (like Shunshin), attacks, and jutsu will negatively effect the E.O.T.L. user. Performing any of these feats will dock the user of their charges and the amount will correspond with the rank of technique used. D subtracts 1 charge, C subtracts 2, and so forth.

Lastly, when accumulating up to three charges the effects of accumulating electricity become visibly apparent.

3 Charges: Subtle actions like touching things generate visible static shocks, alongside intermittent cracks of electricity.
4 Charges: Electricity begins to noticeably snap at the air around the user.
5 Charges: The user appears dangerously electrified.

Denkou Geki (Lightning Strike)

Type: Offensive
Handseals: -
Chakra Consumption: Low per limb, low to sustain.

[/b]: Partially paralyzes the victim (one limb) for one turn. Striking the same area multiple times stacks the noted time of affliction.

Requires one breath/charge of Kokyuu Shirei (Breath Control) per limb. One or two charged extremities can be sustained if adequate breathing was done previously.[/ul]

Ikazuchi Katsu (Thunder Break)
Rank: B
Range: Close (0m ~ 5m), Mid (5m ~ 10m), Far (10m+)
Type: Offensive
Handseals: -
Chakra Consumption: High to use, mid to sustain.

[/b]: This technique is summoned as a 10 meter dome with the highest point being the center, where the user is located. Being shocked by the ambient electricity will disorient the opponent, lowering their speed and reflexes by 1 for two turns. If the victim is struck directly they will undergo full paralysis for a single turn. If used on a conductive surface such as metal or water the technique's width doubles, though the user may be susceptible to the technique's effect if they aren't careful.

Requires two breaths/charges of Kokyuu Shirei (Breath Control) per limb (and per turn if sustained). The dome can be sustained if adequate breathing was done previously.[/ul]

Atamagahen Raikou (Mad Lightning)
Rank: C
Range: Close (0m ~ 5m)
Type: Offensive
Handseals: -
Chakra Consumption: Mid per bolt.

[/b]: Extends up to five meters away. Mad Lightning's overall effect is determined by the technique that facilitates it (i.e. Mad Lightning does what those technique do from a distance). Thunder Break loses its doming capability when used in conjunction with Mad Lightning.

Denkou Geki (Lightning Strike) or Ikazuchi Katsu (Thunder Break) must be active prior to using this technique. Requires one breath/charge of Kokyuu Shirei (Breath Control) per bolt.[/ul][/blockquote][/blockquote]

Kuukuu no Denkou (Void of Lightning)
Rank: C
Range: Close (0m ~ 5m)
Type: Offensive/Supplementary

Chakra Consumption: Equal to the technique used.

[/a], almost like a roundabout, safely ushers the energy from the body. It is essential that the lightning pass through the stomach, as if the lightning passes through the heart, the effects could be fatal.

Note: Requires two breaths/charges of Kokyuu Shirei (Breath Control) per use. Lightning can be successfully redirected regardless of whether the source is natural or generated. Without masteries the user can redirect C-rank and lower Raition. This limit increases by a single rank with each mastery obtained in E.O.T.L.[/ul]

Dendou Unagi (Electric Eel)
Rank: B
Range: Close (0m ~ 5m)
Type: Offensive, Passive
Handseals: -
Chakra Consumption: High, minuscule per bolt (optional).

[/b]: Paralysis and chakra disruption lasts for one turn, and the bolts have a maximum range of five meters. This state lasts for two turns during which any high speed movement is prohibited, this includes running, jumping, and evasive maneuvers.

This technique also has the added benefit of casting automatically should the user be incapacitated, but this demands that the user possess the necessary amount of charges and chakra.

Requires three breaths/charges of Kokyuu Shirei (Breath Control).[/ul]

Dendou Yōyō (Electric Yo-Yo)
Rank: A
Range: Close (0m ~ 5m)
Type: Offensive
Handseals: -
Chakra Consumption: High to use and sustain.

[/b] Must use Kokyuu Shirei (Breath Control) as preparation for two charges before this technique can be used; previously stacked charges will not apply. The number of turns the victim remains unconscious depends on the amount of breaths taken, minus one (which represents the initial breath). This means that the victim will, at least, be unconscious for one turn.

Over exposure to this technique (3 turns) will likely be fatal. Unconsciousness will not take place until the user lets go of their victim, thus a burst of chakra equal to the amount used overall can cancel this technique. Keep in mind you are being shocked.[/ul]

Tengoku Haretsu (Heaven Explode)

Range: Close (0m ~ 5m), Mid (5m ~ 10m), Far (10m+)
Type: Offensive

Chakra Consumption: High

[/b]: If struck the victim undergoes full paralysis for a single turn and is unable to use any chakra related techniques the following turn. By default this technique extends in a 10 meter cone, with the user at it's origin.

Requires four breaths/charges of Kokyuu Shirei (Breath Control). The user is unable to use any E.O.T.L. techniques for one turn.[/ul]

Kaitōkihaku (Sharpened Sword Force)
Rank: A
Range: Close (0m ~ 5m), Mid (5m ~ 10m)
Type: Offensive

Chakra Consumption: High

[/b]: This technique releases as a 5 (length) by 10 (width) by 5 (height) meter wave that travels up to 10 meters.
Barriers of equal rank and lower will be bisected smoothly.

Requires five breaths/charges of Kokyuu Shirei (Breath Control).[/ul]

Denkou Rakuin (Lightning Brand)
Rank: S
Range: Close (0m ~ 5m), Mid (5m ~ 10m)
Type: Offensive

Chakra Consumption: Mid, High, Massive.

[/b] Stuns the target with a mundane jolt of "lightning" that causes the target to "flinch".

Four Charges (High): Shocks the target with an impressive bolt of "lightning" that will momentarily paralyze the target (1 turn).

Six Charges (Massive): Thrashes the target with a high voltage burst of "lightning" that will overload the chakra circulatory system, disrupting the flow of chakra (3 turns). Attempting to use any chakra based ability during this period will result in the technique failing, alongside an onset pain that immediately paralyzes the victim for the duration of the turn.[/blockquote]

Note: Requires at least two breaths/charges of Kokyuu Shirei (Breath Control). Must possess the Tier 3 Mastery - The Heart of Enlightenment. The user will be unable to use any E.O.T.L. techniques for a time equal to the amount of charges used.[/ul][/div][/blockquote]

For the third tier mastery, I opted to remove the chakra reducing aspect (which admittedly was a last minute addition) as opposed to adding an additional cost because the style is already a chakra hose. I hope that's a fair enough compromise?

I would be exceptionally wary of any masteries that increase stats. As far as I have been able to tell, the stats on the forum are just supposed to be general guidelines to how skilled your character is. I worry that introducing more masteries that increase a player's stats will lead to other masteries doing the same thing, which in turn will lead us towards a game state where player's stats actually rule their ability to perform. There's a reason why the stats themselves grant no actual benefit to your character, and why techniques do not require a set 'stat' in order to perform them.

Perhaps consider modifying the stat into having an actual, clear benefit to the characters taking it while at the same time fitting it to the theme of "chakra control" and tuck what you had in the tier 3 mastery (reduced chakra cost) into this mastery instead of a flat stat increase?

For the breath control: I'd personally suggest giving visible signs of energy build up after 3 stacks. It'd be odd to accumulate that much energy to power that many jutsu without it starting to become visible to some degree. Perhaps small crackling lightning or something? My main concern here is fully charging it pre combat without any warning signs.

Ikazuchi Katsu (Thunder Break): Very concerned about things that decrease stats, let alone traits. There are very few, if any on the site at the moment, and they're quite a pain in the ass to obtain. (A good example would be herbalism.) Paralysis cool... but I'd like to repoint out this technique primarily due to the new flood gate staff are opening should they choose to do so.

Third Tier Mastery: Not too versed on my physics... but just because something's negatively charged doesn't necessarily mean its specifically attracted to something else right? The point being that there's nothing specifically noting what the user wants to target aside from intention. I'm not sure why it would draw automatically to a specific entity over something else. I'm also very weary of auto targeting/homing attacks. (Sure, it exists in KN, but at a reasonable speed. With lightning... that's a whole nother ball park due to the different scales of quickness.) Especially when combined with paralysis and/or chakra blocking... suddenly we're looking at an auto-gib scenario almost identical to death.

Void of Lightning: I forgot where it was stated in the canon... but if I recall properly, natural lightning is far stronger than lightning jutsu offer. That said, I'd recommend setting a flat rate to redirect natural lightning just to prevent any wishy washiness that's up in the air later on. Perhaps a massive+high or something? Not too sure what'd be appropriate.

Electric Eel: I don't think it should interrupt stronger chakra flows than itself. It'd be like a bucket of water trying to push against a river. (Maybe not to that degree, but you get the idea.) Perhaps it doesn't work against jutsu of higher costs?

Heaven Explode: Again, same point with the chakra stopper. Honestly not too sure why lightning is stopping chakra in general. Paralysis I get.

Sharpened Sword Force: So is this still lightning? Or are we delving into the realm of pure chakra? Lightning itself lacks any physical body to affect opposite matter right? Perhaps it's a hybrid... in which case the cost is probably higher.

Lightning Brand: Very pleased with the concept overall. It reminds me of an old jutsu I made on another site. After reading this, I understand why the third tier mastery functions. That said, I do not think the way this is executed is ok. It assumes that chakra any and all chakra by an enemy is considered positive charging. I translate this as an indirect way of controlling the opponent's character. For all we know, people ignorant of charges probably do this neutrally instinctively. Who's to say?

Overall view:
1. I think we should try to avoid polarities. That also directly dips into Jiton, which Coma wanted to focus more on magnetism/polarity based I think?

2. My personal suggestion is to try and clean up the direction you want to take with this. Are you trying to stop chakra usage? Are you trying to paralyze? If this is a lightning style, one seems a lot more preferable/clear. That said, lightning does lack enough physical essence to interact with other things physically (aside from burns due to energy etc). So try to stick to that theme more unless we start delving into pure chakra combinations?

So that I'm not the one who ushers in the trend of customs that effects people's traits, I'll change the effect. Looking back at this, I wouldn't like to see them become too prevalent either.

In your explanation, you actually point out a drawback that I purposefully didn't list so that players had to use strategy. There is no specificity, even with intention, so it can be stopped. You just have to think about how to do so (which by now should be pretty obvious).

Concerning auto-gibs, outside of being a chakra hose, a majority of the techniques require you to be right on top of your opponent. It's another drawback to the style that can be easily overlooked because I didn't expressly state it, which was intentional.

If one were to argue the context of chakra-based lightning over natural lightning in a combat setting, it'd have to be entirely for arguments sake. It's anecdotal on my part but that type of conversation has never come up in my entire time of RPing Naruto. I don't think the change is necessary, but if someone else feels how you do I'm willing to compromise.

Electric Eel doesn't target techniques, it targets people. It basically turns the character into a biped taser.

It's an effect attributed to the source material, which comes from a manhwa named "Veritas". Beyond that, if your only position is that it shouldn't stop chakra because you don't think it should, I'll need a better reason to see your reasoning.

All of the techniques, in essence, are a hybrid given they require chakra. They are Raiton-natured though. Also, the required breathing (5 breaths at Miniscule, 50), in conjunction with the original technique's cost (High, 50) -- brings this to a Massive Cost. I don't think it should be higher.

The concept itself, or the terminology used, is inconsequential in regards to it's purpose. I could blatantly express that "the user's chakra is attracted to chakra that is in use" and the effect would be the same. I could repackage that energy (or chakra) chi, qi, or mana, and we'd meet at the same end. It's solely meant to fit the theme of the style, not to impose a measurement system on the other players.

A Jiton user would be eligible for this style given the components necessary for that AR. They'd arguably be better at it due to their understanding but, functionally, they couldn't be more different. Their only likeness comes from the inherent relationship between electricity and magnetism.

If anyone else (Coma having top say) is completely against the theme that has been set, I'm willing to make the changes so that the style focuses more on burns and paralysis. Other than that, I don't feel it necessary to dichotomize aspects like chakra stopping and paralysis because you choose to juxtapose them. Yes, I'm stopping chakra with certain techniques and I'm paralyzing with others.

My original concept for the 3rd Tier Mastery was to give every technique the ability to disrupt chakra (with explanation as to how) but I chose what you see instead. I could use that one again if the 3rd Tier Mastery does step on Jiton's toes, but the ability to disrupt a character's energy source comes from the style's source material.

For the first initial bits where you state the drawbacks outright, I mainly wanted to clarify that's the case. (We both know people are dumb and don't read between the lines lol.) As far as that third tier goes w/ lack of specificity, that hits a vague point that might be troublesome later on with established acceptance (maybe?), but that's a point I can let die.

Regarding the whole chakra stopping thing, I was talking primarily about if the enemy already had a larger flow running. My bad for not specifying.

As far as dislike chakra stopping as a whole, the reason is as follows. First off, I don't see a reason for lightning to have that property to begin with. It innately has paralysis. Can you explain why it stops chakra? If not, why shouldn't we just have fire, sound and water stop chakra as well? At this point, there shouldn't be an argument to remove it but rather one for you to add that property. It simply feels out of place/forced. Paralysis when done properly should already hinder their ability to wield chakra (via hand seals and proper body movement anyway).

It's not exactly something that needs changing, but its a rather unpleasant form of RP that I don't think we should encourage.)

Yeah, I see your point. I'd go back to basic Naruto principal (and what you're saying) with the 1:1 ratio negating said flow, and a higher flow taking damage yet remaining (not withstanding the elemental wheel, where certain elements have an advantage).

For simplicity's sake, yes they're Raiton. I believe your question earlier involved the inability to effect opposite matter? I may have interpreted that incorrectly, but it seems that you're suggesting that the technique shouldn't have the ability to cut through material. That's all this technique does, as do other canon Naruto techniques.

There's no specificity with either (the no longer hidden drawback). The technique described in a way that assumes the technique reached it's full potential.

This is all actually good and fine, a perfect example of what all Nintaijutsu should be like - cause that's exactly what it is. I like the use of Double-Casting too. After reviewing the techs a second and even third time, they are fine.
