Pazuzu is known to be a demon protector of women and children, who especially serves as a guardian from monsters while a women is in childbirth. Daunting in size, majority of Pazuzu's hardened structure is masked by long flowing robe traditional to Suna. Underneath his robe resides his large body which is used to trap opponents inside. The central structure has fast moving locks which can be opened quickly by the puppeteer, easily allowing them to open the cage-like torso. Pazuzu has four long slender arms with two  connected to each of his shoulders. True to its puppeteers craft, its face and head are incredibly ornate and detailed as it is the only area that is not covered by the robe.
A thick materalled layer surrounds Pazuzu's neck much like a collar, which partially masks its human-like mouth fitted with teeth and everything. Covering the central portion of its face is a strong mask with two long-stretching diamond shaped opennings for eyes. Beneath the mask Pazuru's demonic qualities are shown with four eyes (two large on the bottom and two smaller on the top), black pupils and a circular pattern, which resemble that of the fabled Rinnegan. Arching around its large head is a black and white stripped helm which provides further protection for this already fortified puppet. Minu Ga Hana (Imagination Overcoming Reality) Rank: D, C, B, A, S Type: Supplementary Range: See Special Handseals: - Chakra: - Special: As the foundation technique of the Sumi clan, the rank learned of this jutsu will determine the range of all combat based abilities. D Rank: 10 meters. C Rank: 15 meters. B Rank: 20 meters. A Rank: 25 meters. S Rank: 30 meters. Description: This ability enables members of the Sumi Clan to increase the range of their techniques. However, despite giving an increase in range, objects created by clan members will always be relatively fragile, and gain no bonus defense from this technique. Domain: Sumi Clan.
Chōjū Giga (Super Beast Imitating Drawing) Rank: D, C, B, A, S. Type: Supplementary. Range: See special. Handseals: - Chakra: D- Low, C - Mid, B- x2 Mid, A- High , S- x2 High. Special: The distance these creations may travel from the user depends solely on the user’s highest known Minu Ga Hana technique. Chōjū Giga allows the user to draw and subsequently summon their creations onto the battlefield. The rank of this technique determines the size of the creations, as well as the number. Traditionally, all techniques that are summoned are modeled after living things. It is not uncommon for clan members to, for example, combine kunai shapes into birds or replace knives with animal’s teeth in order to meet their field needs.
D Rank: This rank allows the user to create up to 5 tiny creations like sparrows, fish, and mice. Due to their size, nearly any damage, even basic taijutsu, is enough to destroy these small creatures. C Rank: This rank allows the user to create up to 2 small creatures like cats, hares, hawks and snakes. These animals are a bit more durable than their smaller counterparts, but can still be destroyed with overview weapon attacks, including secondaries such as kunai or shuriken, etc. The number of small creatures they can create also increases to 10. B Rank: This rank grants the user the option to create up to 1 medium sized creatures like lions, wolves, bulls. Due to their size, they have gained even further durability. However, techniques which would otherwise be fatal to the creature’s real counterpart will, of course, destroy the technique. Additionally, the limit on small sized creatures is increased to 5, and the cap on tiny creatures is raised to 15. A Rank: At A rank, the user can create Large creatures such as elephants, whales, and birds capable of supporting up to 1 person to fly on. However, they are limited to 1 of these per use. The caps on lower ranked versions are also raised; the user can create up to 20 tiny creatures, 7 small or 2 medium. Finally, thanks to their size, they boast even further augmented defensive rating. S Rank:The pinnacle of their abilities, Sumi clan members can create Giant sized creations, such as giant suits of armor up to 10 meters in height and five meters in width, or super sized versions of traditionally smaller creatures. These monsters boasted an incredibly resilience to most attack, requiring potent ninjutsu (or taijutsu) to end their reign. Additionally, it increases the number of tiny creatures to 25, small to 10, medium to 3, and large to 2.
Description: The most famous technique in the clan, nearly every jutsu stems from their ability to draw and create virtually anything their heart desires. Traditionally, even mundane items like swords and projectiles are melded with an artistic flare, combining them with animals to add mobility to normally static items. Additionally, each size creation has a certain defense associated with it and retains properties of their real life counterparts. For example, snakes can bite and constrict, birds fly, fish swim, and fangs and teeth are capable of scratching, slicing, and puncturing. Domain: Sumi Clan.
Hadasumi Soushi (Ink Spitting) Rank: D, C, B Type: Supplementary Range: Self Handseals: 5 Chakra: D - Mid, C - Mid x2, B - Mid x3 Special: This technique allows the user to create ink from their saliva in enough volume to refill their ink bottle. D rank can refill a small bottle, C a medium, and B a large. Description: Artists may not always have access to the materials which they need to create. Members of the Sumi clan have figured out, with the aid of chakra, how to create ink from their own saliva. This technique, regardless of what rank is used, must cool down for 3 turns in order to replenish their natural reserves of spit. Domain: Sumi Clan.
Sumigasumi no Jutsu (Ink Mist Technique) Rank: C Type: Defensive. Range: Self Handseals: - Chakra: Mid. Special: Causes a swirl of ink to leap from a well or scroll and swirl quickly around the user, providing a simple distraction often combined with shunshin to escape. Description: By spilling some ink, flicking a soaked brush, or calling a brush stroke back from the page, the user swirls their choice medium around their body quickly, obscuring opponent’s vision of them and allowing them to shunshin out of the spiral unnoticed. Domain: Sumi Clan.
Shimi no Jutsu ( Staining Technique) Rank: C Type: Supplementary Range: See special. Handseals: 1. Chakra: Mid. Special: The user stains an opponent with ink that has fallen on them for the duration of a thread. The ink is permanent and will help distinguish particular objects from others, such as clones or decoys. This ink will immediately vanish if the victim breaches the range of the user’s highest known Minu Ga Hana rank. Description: After spilling ink on an opponent, the user forms a single hand seal, causing the ink to temporarily stain an object. Because it contains the users unique chakra signature, other shinobi cannot duplicate the stain even through cloning techniques. Domain: Sumi Clan.
Kawarimi no Jutsu (Body Replacement Technique) Rank: E, E, E, E, E, E Type: Supplementary / Ninjutsu Range: 0 - 5 meters Handseals: No Chakra: Low Special: Switch is near-instantaneous. Kawarimi can only be used once per thread, plus one more each time retrained. However, the technique itself can only be used once per turn, regardless of retraining. Requires the user to switch with objects that range from equal in size to as small as half their size. Cannot switch with other living people or animals. Description: This jutsu lets the user quickly switch places with another nearby object, such as a plant (normally a section of a log) the moment an attack hits. This creates an optical illusion, making the enemy think the attack was successful. The user can then use this confusion to escape or launch a counter-attack - i.e. exploding tags can be attached to the replacement for an added surprise. Domain: Academy Ninjutsu.
Henge no Jutsu (Transformation Technique) Rank: E, E, E, E, E, E Type: Supplementary / Ninjutsu Range: 0 - 5 meters Handseals: Yes Chakra: Low Special: Allows the user to transform into any person, object or animal of normal/small/miniature size. Transformation can be held for one turn, plus one more each time retrained. Description: Henge no Jutsu is a very basic ninjutsu technique which every ninja learns at their respective village's Shinobi Academy. Henge allows the user to transform themselves into any person or object. This allows the ninja to move with stealth or to trick their opponents. Domain: Academy Ninjutsu.
Bunshin no Jutsu (Clone Technique) Rank: E Type: Supplementary / Ninjutsu Range: 0 - 5 meters Handseals: Yes. Chakra: Low Special: Allows the user to create a clone without substance that resembles the user in every way, including retaining its movement speed. Clones cannot mold chakra nor perform jutsu, nor can they harm. Up to one clone can be made, plus one more each time retrained. Description: Bunshin no Jutsu is a Ninjutsu technique which every ninja learns at the Ninja Academy. The Bunshin technique creates a copy of the ninja without substance that, although easily seen through by those with doujutsu, can fool the normal eye easily. Why? Simply because although without substance, the copy resembles the ninja in every way. This clone can function as a distraction or as means to confuse one's opponent, though no real damage can be done by it. Finally, as soon the Bunshin gets attacked or comes into contact with an opponent, it will disperse. Domain: Academy Ninjutsu
Kakuremino no Jutsu (Magic Cloak of Invisibility Technique) Rank: E Type: Supplementary / Ninjutsu Range: 0 - 5 meters Handseals: No Chakra: Low Special: No other technique may be used while creeping. Invisible to the naked eye, but doujutsu and extra-sensorial skill will easily "see through" this technique. Description: Kakuremino no Jutsu is a very basic Ninjutsu technique. The ninja uses a camouflage cloth to cloak themselves in the background. Domain: Academy Ninjutsu
Nawanuke no Jutsu (Escaping Skill) Rank: E Type: Supplementary / Ninjutsu Range: 0 - 5 meters Handseals: No. Chakra: Low Special: Ineffective against complex, electronic, or unique binds. Description: Nawanuke no Jutsu is a very basic Ninjutsu technique that allows a ninja to escape from regular rope binds. Domain: Academy Ninjutsu
Kinobori no Waza (Act of Tree Climbing) Rank: E Type: Supplementary. Range: - Handseals: - Chakra: Low to cast, free to sustain. Special: - Description: Kinobori no Waza, the art of tree climbing serves a dual purpose. Taking part in Kinobori Shugyou (Tree Climbing Training) helps a ninja learn how to focus their chakra. It also teaches the ninja how to run up trees and walk on vertical walls. The training helps the ninja learn how to focus just the right amount of chakra to a particular part of their body. The amount needed to climb is small but it must be precise. The feet are regarded as the hardest location to master chakra focusing. So by gaining the art of this skill, the ninja will have any jutsu available (theoretically) because they will be able to focus their chakra as needed. Domain: Academy Ninjutsu.
Suimen Hokou no Waza (Act of Water Surface Walking) Rank: E Type: Supplementary. Range: - Handseals: - Chakra: Low to cast, free to sustain. Special: - Description: A variation on the Kinobori no Waza (Act of Tree Climbing), the art of water surface walking allows a ninja to walk on water as if it was a solid surface. Focusing an even amount of chakra out of the soles of their feet, they can balance themselves on the very surface of the water. Domain: Academy Ninjutsu.
Shunshin no Jutsu (Body Flicker Technique) Rank: D. Type: Supplementary. Range: 0 - 10m. Handseals: - Chakra: Low. Special: Despite popular belief, this is not an ability that allows an individual to teleport, or even move incomprehensibly fast. It simply combines high mobility with some disruption of visibility to conceal those movements. That in mind, if you can conceal your movement, it is common for this technique to allow very long-distance dashes before enemies may notice you. Description: Shunshin no Jutsu is a basic ninjutsu technique used across the shinobi world by all, ranging from the most basic shinobi to the legends of lore. Considered is a high-speed movement technique - to an observer caught in the optical illusion, it appears as if the user has teleported. This allows the user to escape or attack suddenly, should they need to. However, while a high-speed movement, if used in broad daylight, one will still be quite visible and as such, easier to be defended against. In order to achieve maximum effect, the user must to combine it with a distraction. Domain: Universal Ninjutsu.
Genjutsu Kai! (Release) Rank: D, C, B, A, S. Type: Supplementary. Range: - Handseals: 1. Chakra: Low - Massive. Special: User can only release themselves from illusions of equal or lower rank. Chakra costs is equal to the Genjutsu being dispelled. Description: Kai is a Ninjutsu technique which allows the ninja to avoid the effects of a Genjutsu illusion. After forming the needed handseals, the Genjutsu technique will not affect the ninja. The ninja can also use the technique on another individual who was unable to avoid the attack. After forming the needed hand seals, the ninja touches the one affected to end the affect of the spell. Domain: Universal Ninjutsu.
Kuchiyose no Jutsu (Summoning Technique) Rank: C Type: Supplementary. Range: - Handseals: 3. Chakra: Low - Massive. Special: The cost of the summoning is relative to the item or creature\person in question. For instance, summoning weaponry (kunai, shuriken, senbon) would cost a "low" amount of chakra, while a large beast of a summon may cost a "high" worth of chakra. Description: A powerful jutsu intended to call forth aid when in dire need, Kuchiyose allows a ninja to summon a a variety of entities and items meant to assist them in a dire situation. From people to animals, to inanimate objects such as weapons and items, these creations come forth out of thin air near-instantly after the seals are done and into the battlefield. Keep in mind each summoning in question requires a previous contract to be filled out. Finally, signing this contract also allows said summoning to be able to reverse summon the human ninja to their own location. Domain: Universal Ninjutsu.
Fuubaku Houjin (Exploding Seal Method Formation) Rank: C Type: Supplementary. Range: - Handseals: 1. Chakra: - Special: This ability allows the user detonate his or her explosive notes, opposed to allowing them to be "timed" explosives. Without this technique, the user cannot automatically detonate their tags. Description: Fuubaku Houjin is a Ninjutsu technique used by shinobi in conjunction with common explosive devices such as exploding notes. With this, the user can choose when their explosives detonate, opposed to being at the mercy of a countdown. Domain: Universal Ninjutsu.
Kugutsu no Jutsu (Puppetry technique) Rank: S. Range: 0 - 50 meters. Handseals: - Chakra: Mid to cast, low to sustain. Special: This ability allows the ninja to emit chakra threads from their fingers, giving them the ability to manipulate a variety of items, namely puppets. Being comprised of chakra, these threads are immune to any and all physical assaults (including elemental ninjutsu). They can, however, be cut by items that are being charged with chakra (regardless of the element). The user can emit one thread per finger, each of which is capable of controlling a single item (a full puppet included). Description: Kugutsu no Jutsu is a fundamental ninjutsu technique behind all forms of puppetry, and the preferred method of execution for shinobi that have discovered its use in battle. By emitting threads of chakra that allow perfect control between the user and their creation, it allows a ninja to use a puppet to attack from afar. The puppet itself can be loaded with many weapons and tools, allowing the puppet master to remain hidden while the puppet moves and attacks the target. However, puppet masters can also attack their strings to human beings as well (requires a physical touch first), and weapons as well! Limit: Universal Ninjutsu.
Doton Ryouuken (Earth Dominion) Rank: D, C, B, A, S Type: Supplementary. Range: See special! Handseals: No Chakra: -- Special: Establishes the area of earth a user can control for their earthen techniques. Because Doton is a solid essence with physical mass, its creations deal more with strength and endurance of the earth; as such, each earthen creation from the user will have have a natural, built-in defense against any attacks equally ranked or lower. Highest rank known also establishes the size of Doton creations they can produce. D: 15 meter range. C: 20 meter range. B: 25 meter range. A: 30 meter range. S: 35 meter range.
Description: The basis behind the majority of Doton techniques lie in the user's ability to control the very earth around them. 'Earth Dominion' is just as its name implies, a fundamental supplementary jutsu of Doton nature that allows the user to intermingle their chakra with that of nature, harmonizing the two in order to create complete control over the earth around them. Once this link is achieved, the door is opened for greater creations to be made. Domain: Doton.
Shinjuu Zanshu no Jutsu (Double Suicide Decapitation Technique) Rank: D Type: Supplementary. Range:Self Handseals: 1. Chakra: Low Special: User cannot move while underground, but they can detect anyone that walks along the earth directly above them. User can remain underground for a single turn before needing to resurface. Can only be used once per thread, plus one more each time retrained. Description: A very basic earth technique, it allows the user to dive underground almost instantaneously so that they remain hidden from view in order to ambush their opponent. As long as the opponent is walking across the earth, they will be aware of their presence, and can wait patiently (without fear of asphyxiation!) until they right time, where they will emerge and latch onto the opponent’s legs. From here, they can easily suck them down, executing a replacement with them so that the opponent is buried underground up to his neck, while the user emerges unharmed above ground. Domain: Doton. Doton Ryouuken 'D'.
Dochuu Eigyo (Underground Fish Projection) Rank: C Type: Supplementary. Range: See special! Handseals: 3. Chakra: Mid. Special: Range of movement depends on the user’s level of 'Doton Ryouuken'. While the user cannot perform seals and thus use jutsu underground, they can wield weapons in order to surprise attack. User can remain underground for a single turn before needing to resurface; each time retrained, the user may remain underground for one extra turn. However, after every fourth retraining, their chakra consumption will go up by one, Description: An upgrade to Shinjuu Zanshu, this underground variation grants the user movement whilst underground. Additionally, they can also emerge from below with their weapons drawn, allowing them to attack without being seen. After a few short seals, the user merely sinks below, and can remain there for a small amount of time. Domain: Doton. Doton Ryouuken 'C'. Shinjuu Zanshu no Jutsu.

Fair enough, but the limit is in a completely reasonable field - one that hasn't seemed to hinder the use of suiton on the site overly much (suiton has always needed a source). Perhaps, instead of the level of the jutsu it could be marked by the skill of the user (much like Tobirama and Kisame). This would ultimately come down to the level of masteries one has in suiton. Perhaps, if one reached a certain amount then a source isn't needed. Other than that, I can't really see a feasable way around it :/
